Estimated cost $87,854,000.
Federal Government will advance total cost.
30% is outright gift, approximately $26,000,000.

Security for loan to be mortgage bonds on the Subway System

It is understood that the City of Detroit as a munici-
pality, or its taxpayers, will never be called upon to pay
or repay any part of the construction or operation cost
of the said Rapid Transit System. No special assess-
ent will be levied.

The work is estimated to give employment to an average of
9,000 men on the construction pay roll, and to 16,000 other
workers on the subsidiary pay rolls in the supply, fabrication and
transport of materials. Insofar as permissible, Detroit labor will
have preference, and Detroit materials will also have preference.
