NO. 30 KEIIILLAH SYSTEM URGED FOR JEWRY BY DR. HERSHMAN Rabbi of Shaarey Zedek, in Radio Address, Opposes Stern Plan. DECLARES IT WOULD HURT THE SYNAGOGUE Says Plan Would Reduce Congregation to Fund- raising Institution. DETROIT, MICHIGAN, FRIDAY, DECEMBER 16, 1932 Franklin Remains on Library Commission Dr. Leo N. Franklin, rabbi of Temple Beth El, has been reappointed a member of the Detroit Library Commission for another six year term. This appointment was made unani- mously by the Board of Educa- tion. During the past year, Dr. Franklin served as president of the Library Commission. DR L. FINKELSTEIN AT SHAAREY ZEDEK Dr. A. M. Hershman, rabbi of Congregation Shaarey Zedek, in an address over the Jewish Radio For- Will Address Testimonial um last Sunday, over Station WJBK, on the subject "The Place Dinner for Dr. Hershman, and Friday Service. of the Synagogue in the Commun- ity," spoke in opposition to the pro- posed Stern Plan for community A distinguished scholar and lec- organization. turer, in the person of Dr. Louis As a substitute, Dr. Hershman Finkelstein, professor in Talmud advocated the formation of Kehil- and theology at the Jewish Theo- lahs, to serve as representative bodies in Jewish communities. Dr. Hershman's Address. Dr. Hershman's address follows: "Many of you ate, no doubt, aware of the plan for communal organization recently suggested by Judge Stern of Philadelphia. His plan calls for the organization of American Jewry on the basis of congregational units, the congre- gation to furnish from among its membership the man-power to car- ry on the work in which the com- munity is now engaged. Thus, in a community with ten institutions or interests, a fair-size congrega- tion would appoint ten commit- tees, delegating to each the task of looking after one of the insti- tutions or interests. This scheme, it is urged, would vitalize the syna- gogue and greatly strengthen the organized Jewish community. "There is much to be said in fa- vor of this proposal. Nevertheless, having regard to prevailing condi- tions, I feel constrained to say that the plan is not only unworkable but also undesirable. It would defeat the very purpose it is intended to serve. It would shift the major part of the burden of the.support of our organizations to the congre- gation and thus reduce the syna- gogue to a mere fund-raising insti- tution. The cablegram reveals that American engineers have successfully bored a well in the Yavniel region where previous attempts, utilizing anti- quated methods, had only resulted in an inadequate water supply. "The well which has been suc- cessfully drilled in Yavniel, offers great hopes of turning arid lands into flourishing colonies," Bernard Flexner, chairman of the board, de- clared. "This site was chosen be- cause wells which had been driven there by antiquated methods, had resulted in a poor supply of water. The water problem in Palestine has long been recognized as a serious one, particularly in the hill lands.' The soils of this region are suitable for vineyards, olive groves and grain fields and with irrigation, also for vegetable growing. The first well drilled shows a yield of 440 gallons per minute from a decom- posed basalt reservoir at a depth of 170 feet. The successful result of the drilling at Yavniel demon- strates that an adequate water sup- ply can be obtained at a lower cost through improved methods. I be- lieve that large tracts of land now unfit for crops due to the inade- quacy of the water supply, may, as a result of the application of the methods employed at Yavniel, be transformed into arable areas."
