AN OFFICIAL
In a statement discussing the
present status of the Jewish Wel-
fare Federation of Detroit and the
position of the relief agencies,
Henry Wineman, chairman of the
board of directors of the Federa-
tion, declares that as a result of
the economic crisis and the deficit
created it may become necessary
to use funds "earmarked" for
other purposes to aid the needy
and unemployed.
Declaring that the Federation
is faced by a serious problem, Mr.
Wineman states:
"The financial support for the
unemployment emergency relief
work of the Jewish Social Service
Bureau has been financed by the
Jewish Welfare Federation—$35,-
000 having been raised in the
campaign of 1931 and $25,000 in
the 1932 campaign. However, the
demands upon these funds have
been no great that the amount al-
lotted for the entire fiscal year
of 1932 has been nearly all ex-
pended, and we are now faced
with a deficit of $20,000 to $25,-
000. It is indeed a serious prob-
lem a3 to where the funds are corn-
ing from, for the Jewish Welfare
Federation has confined itself to
one fund-raising campaign each
year, and as it believes the policy
for one campaign each year must
be adhered to for the protection
of the community, it has no source
for additional funds."
Mr. Wineman's statement re-
garding the use of earmarked
funds for relief work follows;
"True, the Federation has funds
raised for other purposes, such as
the Jewish Center site, which
funds must be held inviolate, be-
cause they are earmarked for the
proposed Jewish Center. Only with
the consent of the subscribers
could such funds be used for other
purposes. Possibly we shall be
driven to such an extremity. De-
troit Jews have always taken care
of their own, and a way must, and
most likely will, be found. In the
meantime, the relief work must
go on. Let us hope that future
improved business conditions will
relieve the pressure. At any rate,
wo know and feel that we have the
whole Jewish community back of
us in case of emergency."
Approximately ;80,000 remains
in the Jewish Center fund, to
which Mr. Wineman makes refer-
ence.

The Jewish Agency execu-
tive asked 2,760 certificates for

President Herbert Hoover states in his greeting:
"The approach of Rosh Hashonah serves to remind
Americans of all creeds of the great debt that is owed by
all our people to the Jewish race for their unparalleled
contribution to the spiritual life of mankind, since to them
more than to any other race we owe the exalted and pure
conception of God and of the highest ethical principles to
