PLAN FOR CONGRESS

tary of the League of Nations,
Edmond Avenol,
M. Avenol informed the dele-
gation that the League of Nations
is greatly interested in the orma-
tion of an organization for inter-
national co-operation. He con-
veyed the best wishes of the
League for the success of the
effort.
M. Avenol made inquiries of Dr.
Leo Motzkin concerning the status
of the Jewish minorities In var-
ious countries and of Mayor Dizen-
goff regarding the situation in
Palestine.
Rabbi Wise was the guest of
honor at a luncheon at the
International Club where he de-
livered an impressive address re-
garding anti-Semitism in Varlets
countries of the world.
Issue Two Menifestos.
The last work of the conference
was to issue two manifestos, one
addressed to the civilized world,
and a second to the Jewish world
specifically.
The manifesto addressed to the
world at large referred to the post
war changes when the Jews were
recognized among others as a na-
tion with equality and citizenship
rights, These rights have fre-
quently turned illusory, the mani-
festo says, owing to administra•
tive practices in various countries,
where the Jewish youth is system-
atically barred from approaching
institutions of learning; where the
natural human right to work is
denied to Jews, where Jewish ar-
tisans and Jewish merchants are
placed In positions of disadvan-
tage by unfair competition soon-
cored by the authorities; where
Jews fail even to receive equal
protection of their lives and prey-
erty.
"In addition to these practices,
efforts are made to legally with-
draw equality rights from the
Jews and to confiscate their be-
longings," the manifesto points
out.
"The representatives of the
Jewish world assembled in Geneva
Protest against the return of bee-
tsl domination, against indulgence
shown to open or concealed de-
mands against the Jews," the man-
ifesto states.
The second manifesto calls upon
the Jewish people to unite as the
only effective means of averting
datiger. The Jews, it says, must
rely on their own power with the
assistance of such enlightened
sections of the world which have
not yet been saturated with pol-
sonous anti-Semitism.
"The World Jewish Congress,"
it maintains, "does not aim at
weakening any existing organiza-
tions, but rather to' support and
stimulate them.
"The Jewish conference appeals
at this historic hoUr to the Jewish
masses not to lose hope but to
stand together to save the Jewish
PeePle" the manifesto concludes.
On the morrow of the closing
of the world Jewish conference
which voted for the summoning of
• world Jewish congress in the
summer of 1934, the newly elected
executive of 20 announced that
a program to popularize the con-
gress would be launched immedi-
ately.
The propaganda will seek to find
adherents of the congress idea
both in Jewish and non-Jewish
circles, it was stated.
Actual preparations for general
elections for deputies to the con-
gress will be inaugurated in Octo-
ber, it is said.
; The executive, which will direct
the work, will seek to establish
a congress committee in every
country where Jews live,

LONDON.— (J. T. A.) — The
London Jewish Chronicle in an

editorial, bitterly castigat
world Jewish conference concluded
In Geneva.
The paper calls it "an unfor-
tunate gathering dignified by its
promoters with • grandiose title
Ill corresponding to its unimpor-
tant and unrepresentative char-
acter.
"It will shortly pass into the
limbo of historical curiosities," as-
Berta the editorial. "It did not
even afford satisfaction to its be-
getters though they may conceal
their chagrin with brave words.
"Nothing substantial was ac-
complished, nothing effective was
even attempted," says the London
Jewish Chronicle, "to ameliorate
the economic, political and social
troubles of world Jewry.
"What can the congress in 1934
do to avert the serious danger to
German Jewry in 1932?" the
paper asks. "Or to assist the
'Jewish masses in Eastern and Cen-
tral Surope to adjust themselves
to changed economic circum-
stances? Or to save Russian
Jewry from annihilation? Or even
to protect American Jewry from
economic and social discrimina-
tion?"
Supported by Lord Melchett.
Lord Melchett, son and heir of
the late Sir Alfred Mond, Jewish
Industrialist and Zionist leader, in
an interview appearing in the
Daily Herald, states the Jews of
England welcome the decision of
the Geneva world Jewish confer-
ence to establish a world Jewish
congress in the summer of 1934.
Lord Melchett declared he will
do everything within his power to
contribute to the success of the
congress which aims at the pro-
tection of the Jewish people.
The English nation stands alone
among the nations of the world in
its attitude toward the Jews. If
the world wants peace and pros-
perity it must turn from oppres-
sion of the Jews and follow the
example of the English who heard
the cry of Jewry for a national
home and answered it through the
great leader, Lord Balfour, Lord
Melchett stated.
Last issue of the "Baptist
Times" reveals editorially that its
editor, speaking in behalf of Brit-
ish Baptist', sent • telegram to
the Geneva conference, applaud-
ing its purposes.
The message declared: "British
Baptista pray for the blessing of
your work for the freedom of the
Jews." It stated further that the
Baptists are pledged to equality
of all religions and the abolishing

It has been decided to form a sep-
arate committee of prominent
Jewish citizens for the purpose
of co-ordinating the favorable
sentiment that prevails in favor
of O'Brien. Attorney Aaron Kur-
land was named as chairman of
this committee.
"Mr. Kurland will have charge
of crystalizing the warm feelings
that exist in Detroit Jewish com-
munal life towards O'Brien, who
created a place in the hearts of
every Jew in our city when he,
together with other liberal minded
citizens in Michigan, sponsored
and carried to a successful con- ■ tren
clusion the fight against the Alien
Registration Bill.
"All those interested in this
campaign kindly communicate with
Attorney Aaron Kurland."

Joseph E. Arbanas, Formerly
With Legal Chronicle, Is
Candidate for Senator.
Among the prominent names
among the Democratic candidates
for State Senator for the Fourth
District (Wards 1-2-4-6 of De-
troit) at the approaching primary
is that of Joseph A. Arbanas, De-
troit attorney. Mr. Arbanas is
being enthusiastically supported in
his campaign by hundreds of vol-
unteer workers and many civic
and fraternal organizations. His
friends have organized the ."Ar-
banas-for-State-Senator C I u
which is doing active work for
their candidate.
Briefly, Mr. Arbanas' platform
is: Elimination of duplicating of-
fices in state, county, township and
city government; repeal of the
eighteenth amendment and the
state prohibition law; unemploy-
ment ipsurance to be paid partly
by the state and partly by the em-
ploye and employer, and last but
not least Mr. Arbanas favors an
old age pension, both as a human-
itarian measure and because it is
more economical in administration
than the present arrangement in
caring for the aged and helpless.
Mr. Arbanas was formerly as-
sociated with the law firm of
Sternberg & Sternberg and was
a member of the staff of the Legal
Chronicle.
CIVIC THEATER IN
FINANCIAL DANGER
There is a real danger of De-
troit citizens losing one of its most
valuable cultural assets, the De-
troit Civic Theater. This danger
is due to the panicky condition of
mind brought about by the finan-
cial depression and a lack of
knowledge as to what the Detroit
Civic Theater really is. Many still
think of it as the personal com-
mercial enterprise of Jessie Bon-
stele or her backers. Few people
realize that when Miss Bonstelle
founded the Detroit Civic Thea-
ter she relinquished all personal
profits, accepted an absurdly small
salary as director and made a
large sacrifice of hard - earned
money to accomplish the thing she
had dreamed of for years—a Civic
Theater.
Wishing to have all people feel
that this theater was theirs, Miss
Bonstelle has produced over 30
plays from foreign sources, and
It is her hope, if the theater opens
this fall, to produce more. But
in order to do this she must have
a more active support of all citi-
zens.
The Civic Theater has again re-
duced its prices-21 will secure
the best seat in this theater, and
25 cents will provide a good seat.
A dollar membership card gives
a 10 per cent discount on every
ticket bought.
