nard S. Deutsch, honorary presi-
dent and president of the Ameri-
can Jewish Congress, at a lunch-

of the Jewish and general press

In the course of an animated
discussion which developed, Dr.
Wise disclosed that the American
Jewish Committee had been ap-
proached by the American Jewish
Congress with an invitation to par-
ticipate in the conference it is con-
vening in Geneva in August and
that the American Jewish Commit-
tee had declined to participate in
the conference.
The Jews who are opposed to
the conference idea are moved by
fears and nine-tenths of the an-
tagonism rises from the "assimila-
tionist," the Jew "who believes
that the only distinction between
the Jew and the rest of the world
is a matter of creed and fears the
segregation of Jewry as a distinct
race," Dr. Wise asserted.

Dr. Chaim Zhitlowsky, in a
lengthy address, outlined what he
considers should be the functions
of a World Jewish Congress

Such a Congress, he said, should
concern itself with three primary
aspects of Jewish life: migration,
rehabilitation and safeguarding

Neither the Palestine mandate
nor the guarantee of minority
rights for the Jews are sufficient
to solve the Jewish problem, Dr.
Zhitlowsky stated.
He called upon the League of
Nations to create an international
commission to aid the Jewish peo-
ple along the lines of the commis-
sion it has established in the past
for the German and Austrian
peoples.
The Jewish Congress to be con-
stituted, In the viewpoint of Dr.
Zhitlowsky, is to be the Jewish
Agency for world Jewry.

The general board of elections
of the American Jewish Congress
has issued an election call to the
Jews of America to designate dele-
gates to the session of the Con-
gress which will be held June 25
to 27 in Washington, D. C.
The Committee of Jewish Dele-
gations, officially known as th e

Rights, with headquarters in Paris,
has decided to abandon its pro-
posed conference contemplated for
this summer on the question of
minority rights, in order to co-
operate more fully in the confer-
ence for a World Jewish Congress
which is being called by the Amer-
ican Jewish Congress and other
bodies and which is to be held at
Geneva in August.
The decision of the Committee
of Jewish Delegations is contained
in a communication received by
the American Jewish Congress

COTY IS CHALLENGED
BY IRISH AMBASSADOR
PARIS--(J. T. A.)—The Irish

Ambassador to France, County Ger-
ald O'Kelly de Gallagh, addressed

with the latter's allegations against
Robert Briscoe, Irish leader of

many need not fear an adverse change in their situation
from the present cabinet headed by Chancellor Franz von
Papen, the Jewish Telegraphic Agency was assured Thurs-

It was pointed out that among newly appointed high
government officials are well known friends of the Jews.
