any time thereafter, prior to the 21st day of April (third Tues-
day), 1931, review the assessment of any person who may com-
plain either verbally or in writing before said Board, and will
make all proper corrections thereto, and on said last named
dates. said rolls will be submitted to the Com mon Council for
consideration and any person considering himself agrieved by
the assessment of his property may appeal in writing to said
Common Council.
