General Constructive Measures,
1. Social work in general can-
not view the present situation
with any degree of complacency.
In spite of previous business de-
pressions we find ourselves again
with less than adequate provisions,
either on the part of industry, the
government, or the local commu-
nity, for dealing with the effects of
the depression.
It is important,
therefore, in addition to immedi-
ate measures for relieving the
present situation, that attention
be given to preventive measures
for dealing with future emergen-
cies.
It is a wise policy to
strengthen existing social service
resources as these are more favor-
ably situated to deal with the ef-
fects of the depression than would
be new agencies and measures es-
tablished without previously de-
veloped experience or standards.
2. Social agencies at the pres-
ent time are carrying not only the
burden of unemployment but con-
tinuing social burdens of ordinary
community life. In order to make

cies more available for emergency
purposes, it is desirable that they
should be released from that part
of the burden which they now
carry which may properly be trans.

faith. When men pretend to piety
and observe the form and not the
sirit of religion, their lip-service
and sanctimoniousness make

natural that younger minds wit-
nessing this will revolt and seek
other sources of inspiration and
satisfaction of soul. When church-
men stubbornly refuse to relin-
quish antiquated notions and dog-
mas which time and thought and
scientific achievement have under- ,
mined, then what can be expected
from youth but a grave discontent
and even desertion?
There is no substitute for re-
ligion. But do we hope materially
to decrease the invention and
growth of alleged substitutes?
Are we truly anxious to put a
stop to the pitiful drifting of some
of our best blood to strange cults
and to false gods? Then must we
all of us resolve to know the Juda-
ism of which we speak; to keen it
pure and progressive; to adjust
and evolve and perfect our faith in
step with true scientific and phi-
losophical advance; and above al',
to deepen and quicken our Jewish
consciousness, to practice the so-
cial righteousness we preach, and
to set an example of spiritual liv-
ing. A Judaism which satifies the
reason and fulfills the emotions,
which leads to social action and
holy living will assure the allegi-
ance and enthusiasm of our youth.
