Detroit Council of Jewish
Women to Give Lectures
On Six Tuesdays.

The government of their city
will engage the interest of mem-
bers of the Detroit section, Na-
tional Council of Jewish Women,
for six consecutive Tuesdays, at 11
a. in., beginning Oct. 21, at 89 Ro-
wena. At that time, various emi-
nent leaders in the city's life will
analyze the facts and problems of
city government and what it means
to manage a city like Detroit. For
the last lecture, Miss Edna Strohm,
executive secretary of the City
Charter Commission of Cincinnati,
will be the leader, and she will tell
the group "How the City Manager
Form of Government Functions in
•incinnati," one of the successful
city manager cities.
The course will open with the
historical background of city gov-
ernment, and will show how Detroit
functions under its system of may-
or and council. The different civic
departments will then be discussed
with special emphasis on the police
and health departments.
The last two lectures will be de-
voted to experiments in city gov-
ernment, with a discussion of the
city manager form as it functions
elsewhere and how it could be de-
s loped here.
The list of speakers is a signifi-
rant one, offering specialists in
each field, including the following:
Jame!' Russell, Associate Prof. Po.

College; William Bradley of the
Common Council; Dr. Lent D. Up-

health commissioner; William Rut-

Boris Shatz Describes Ilis Childhood in Russia in First of Series of Autobi-
ographical Articles to Appear in The Chronicle; Tells of Awaken-
ing of Artist in Him During "Ileder" Days.

A Russian Childhood.

By BORIS SCHATZ

I WAS born in 1867 in the little
town of Vorno. My parents
were pious, and even in my ten-
derest childhood father constantly
impressed upon me the fact that I
was already a Jew and must act
accordingly, while from my good
mother all I heard was "Do as
grandfather does."
Well do I remember my pre-
"'leder" days when I felt for the
first time the awakening of higher
needs, such as joy-rides astride our
billy-goat, exploration jaunts out
tin the fields, on French leave, of
course—all of which would not in-
frequently result in a sound
thrashing.
Besides my physical preoccupa-
tions at this time, there were my
mental interests as well. I was a
passionate lover of tales, but avove
all else, I was fond of telling stor-
ies myself. I remember times,
when having gathered an audience
of my own imposing size in a cozy,
dark corner behind our house, I
would draw on my enormous reper-
toire of spooky stories. Voices
grew hushed and broken; eyes
grew dim and wide; the breath
came short. Suddenly we would
catch the sound of a rustle and
shriek wildly. I was the first to
fly, the squealing gang hard at my
heels. Mother would scold me for
having frightened the children,
and would frequently accuse me
of lying.

"Heder Days."
WHEN I was six I was sent to

The facts in the Sewitch case
were called to Mr. Kass' attention
and, having previously been op-

students had fared similarly, he ar-
ranged for a conference with Dean
Metzger and Mr. Martin.
They admitted frankly that very
few Jewish students had been ad-

they said, in order to "equalize the
proportion." They said that the
committee on admissions had been
instructed by the trustees that
Rutgers was not to be made "de-

from the old Dutch denomination-

we do not wish it to become pre-

60 per cent of the Jews that apply
were admitted, Rutgers would soon
become like City College of New

actually enjoyed
studying the Bible. Then, too, it

enced for the first time the joy of
artistic creation. I got in the habit
of drawing all sorts of fanciful de-
signs on the fly-leaves of the Bible
and prayer-books.
