WARSAW.—(J. T. A.)—The
chances of Polish Jewry winning a
representation in the forthcoming
elections to the fourth Polish par-
liament proportionate to its num-
bers are decidedly unfavorable,
according to the opinions of vari-
ous Jewish leaders here. The elec-
tions for the Sejm, or lower house,
will be held Nov. 16, while the
elections to the Senate will take
place on Nov. 23.
In the first Sejm, which lasted
from 1919 to 1922, the Jewish
Parliamentary Club had 11 mem-
bers; in the second Sejm, lasting
from 1922 to 1927, the club had
46 members, in addition to one
member of the Jewish Folkist
party, while in the third Sejm,
which was recently dissolved, the
Jewish Parliamentary Club had 19
members.
Failure of Minority Bloc.
The great increase in the mem-
bership of the club during the sec-
ond Sejm is traceable to the elec-
tion Union of the Jews with White
Russian, Ukrainian and German
minorities, together with the fact
that Ukrainians of Eastern Galicia
boycotted the elections, giving the
Jews of that section an opport-
nity to elect a large number of
candidates. The Jews lost this ad-
vantage in the elections for the
third Sejm when the Ukrainians in
Eastern Galicia again participated
in the elections.
The failure of the minorities
club in the elections for the third
Sejm was also in large measure
due to the weakening of the Slavic
minorities because their own radi-
cal elements deserted the minori-
ties bloc, and because of the gov-
ernment's persecution of the mi-
norities bloc itself. After the Po-
lish Supreme Court had declared
the elections in some districts null
and void, the minorities ticket
gained three seats in the supple-
mentary elections. At the third
Sejm elections the Agudath
Orthodoz organization, joined the
pro-government forces while the
Jews of Eastern Galicia also de-
clined to support the minorities
bloc.

Rebuild Bombs.
BUCHAREST. — (J. T. A.) —
The first practical step towards re-
building Borscha, which was
almost entirely destroyed in July
as the result of a fire of anti-Se-
mitic origin, was taken by the Ru-
manian government Sept. IS, when
it ordered that all those who suf-
fered as a result of the incendiary
blaze should receive free supplies
of timber from the government
forests. The order becomes effec-
tive immediately and enables an
immediate start on the rebuilding
of the hundreds of destroyed
houses.
Deputy Fischer, a Jewish mem-
ber of parliament, conferred with
l'remier Mania and Minister of the
Interior Vayda Voevod and Under-
Secretary of State Andrei concern-
ing the possibility of getting a
greater share for Borscha of the
!min of 12,000.000 lei assigned by
the government for the relief of
a'l the towns that suffered from
the anti-Semitic disturbances. He
was assured that the proportion of
Borscha would be increased.
Deputy Fischer also suggested
that Borscha be rebuilt on a co-
operative basis, as wan done with
the war-torn cities of Belgium.
The government agreed to assist
is such a project.
