Welcome, Mr. President!
The Jewish community of Detroit joins
in welcoming to this city our Chief Execu-
tive, His Excellency, Mr. Herbert Hoover.
The President's visit is in itself a great
occasion. Coupled with the historic cele-
bration which is to be graced by his pres-
ence, Mr. Hoover's stay with us will mark
a great day.
To the Jew, Mr. Hoover's visit will serve
as a reminder of the great friendship our
President has shown us, since he has as-
sumed office in the White House and dur-
ing the war, in his work for the relief of the
war sufferers. The sentiments of sympathy
expressed by Mr. Hoover to the Jewish
people during the recent outrages in Pales-
tine to this day stand out as the most corn-
forting words spoken to us. If for these
alone, Mr. Noover will for all time be re-
membered by our people.
These sentiments add to our interest in
Mr. Hoover's visit to our community. We
greet him as the President of our land, and
as the great friend of just causes in behalf
of oppressed peoples.

whose activities continue unchecked by
these officials.
The most encouraging element in the
meeting between the Jewish Agency dele-
gation and the Prime Minister was the dig-
nified manner in which the Jewish spokes-
men, voicing the sentiments of a United
Jewry, stated the grievances of our people.
The outline of Jewish achievement in Pales-
tine, the demands upon the British Govern-
ment, the protest against the unfriendly
officials, are so dispassionately worded that
even the bitterest opponent of Zionist aims
will not dare to continue to label Jewish
aims as "aggressive." Two paragraphs,
briefly stating Jewish claims to British co-
operation and protesting against the un-
friendly officials, deserve emphasis. In
these Mr. Warburg and his associates said :
This deputation gives its fullest support to
the representations made to you and to the
Colonial Office by Dr. ‘It'eizmann as president
of the Jewish Agency. We regard it of the
utmost importance that the mandatory govern-
ment indicate its intention to maintain liberal
principles of immigration; to encourage the
"close settlement of Jews on the land, includ-
ing state lands and waste lands not required
for public purposes;" to give the Jews equit-
able participation in all government positions
for which they show their fitness; to give ade-
quate employment to Jewish labor in govern-
mental and municipal public works; to grant a
fair measure of assistance from public funds
also for Jewish education and for their public
health service; and to take steps to establish
an organized home defense under the direction
of British officers, with adequate participation
of properly qualified Jews. For the purposes
of effective co-operation, the status of the Jew-
ish Agency should be definitely fixed.
Any declaration on the part of the manda-
tory government to the above effect will, how-
ever, have no practical significance, unless ap-
plied in a willing and co-operative manner by
sympathetic administrative officials in Pales-
tine. it is generally felt, and we believe with
justice, that a number of the leading officials
of the Palestine administration who are respon-
sible for the more important work of the gov-
ernment, have not merely in their public ex-
pressions but also in their conduct, given
ground and justification for the charge that
they were out of sympathy with the announced
intention of the government to facilitate the
establishment of a Homeland for the Jewish
people in Palestine. We hope that the govern-
ment will give us definite assurance that we
shall have the sympathetic co-operation of the
mandatory power and the Palestine govern-
ment in carrying forward the work.
Mr. MacDonald and his government must
give answer to these. The memorandum
presented to him emphasizes Jewish hope
for peace with the Arabs to whose benefit
our efforts in Palestine must redound. But
Jewish efforts cannot continue under un-
friendly supervision. The British Govern-
ment, if it means well by its promises, as we
hope it does, must clarify its position as
Mandatory power in Palestine. Either it is
to live up honorably to the Balfour Decla-
ration or we are to be informed in advance
that we have been betrayed and that the
Balfour Declaration has been relegated to
a museum.
We retain confidence in Mr. MacDonald.
Surely, the Prime Minister did not come to
the United States to strive for peace, at the
same time tolerating what is worse than
war,—the slaughter of innocents by bar-
baric tribes. It is within the power of a
friendly British government to clarify the
entire issue. We await Britain's answer.
For the third time in as many years, Heb-
rew Education Month is now being observed
here. According to Jewish law, such con-
secutiveness establishes a "Chazokah," a
tradition.
In reality, however, the tradition is much
older than the newly created custom of ob-
serving a certain period for the purpose of
advocating the cause of Jewish education,
and of urging parents that they send their
children to Hebrew schools. The basis of it
is, in fact, one of the most important laws
in Jewish life, compelling parents to make
the question of the education of their chil-
dren the prime necessity in their lives. It
is because Jewish idealism has weakened
and tradition has waned that it becomes a

Mr. MacDonald's Statement.
Granting, as we are told in the statement
issued by the delegation of the Jewish
Agency, following its reception last Friday
at Hotel Weylin, New York, by Prime
Minister James Ramsay MacDonald, that
"the findings of the Commission of Enquiry
must be awaited and nothing said that
could be held to prejudice those findings,"
it remains for Jews everywhere to be on
the lookout and wherever possible to seek
protection for the Jewish position in Pales-
tine. So much energy has been spent in the
creation of the existing Jewish order in
Eretz Israel, so much money has been in-
vested and so many men lost in the effort,
that to forsake the settelment and to be-
come indifferent to its needs would be trea-
son of the worst order.
The statement released in the name of
Mr. MacDonald, following his meeting with
the delegation headed by Felix M. Warburg
and Louise Lipsky, does not offer us the
solace and cheer we expected from the
head of the British Government. We looked
to Mr. MacDonald, who in written as well
as spoken words has for years endorsed the
Jewish movement for Palestine's rehabili-
tation, to comfort our people in this trying
hour, and he has instead advised patience
at a time when irresponsible Arab instiga-
tors continue to shout for Jewish blood; at
a time when a disgusting situation continues

This statement is very characteristic of
the Jew-baiter. When the anti-Semite is a
Bolshevik, he charges the Jew with being a
counter-revolutionary; when he is a reac-
tionary, he charges the Jew with being a
Bolshevik. Thus, in the same fashion as
Smidovich placed blame for persecution of
Zionists in Russia on the counter-revolu-
tionists and traitors, the Lithuanian official
news-agency, speaking in the name of the
Lithuanian government, in denying the re-
cent excesses, called the reports inventions
"on the part of Communists" who aim to
discredit the government. Similarly. in
Saloniki, anti-Semitic newspapers attacked
the Jewish population with the false claim
that it voted as a group for the anti-Vene-
zuelan party. There is always an excuse
for the Jew's persecutor.
In the instance of Miss Ross' article,
nothing is proved, except that the Jew's
faith and religious devotion is capable of
conquering even the obstacles of the Soviet
Russian bear. There is nothing new in her
conclusions that in Jewish hearts flames
"the light of their faith as brightly and as
steadfastly as ever," and we fail to see the
purpose served in circulating articles of
this type, unless more concrete proof be
offered that Soviet officials are not openly
antagonistic to Jews and Judaism,
