"What Detroit needs is a more
alert and active business adminis-
tration, capable of solving the va-
rious problems confronting the
city from time to time, and also
carry on the necessary improve-
ments in an efficient and economi-
cal manner.
"During the past year over 21,-
500,000 of lateral sewer construc-
tion was needlessly delayed by the
council wrangling over the rela-
tive merits of the different mate-
rials, some of the councilmen be-
ing in favor of one kind, and some
for another; and as one member
of the council can hold up any work
for at least a week, these e.m.

one to two months. Finally they
were awarded on the recommends-
tion of the department of public
works. This kind of wrangling
not only held up sewer construc-
