THE MAYOR'S MESSAGE TO THE
JEWISH PEOPLE ON THE NEW YEAR

appreciate the privilege of expressing. as Mayor
of Detroit, a few of the sentiments which come to
me with regard to the solemn celebration of Rosh
Hashonah. What strikes me most forcibly in con-
nection with your truly great people is the sacred-
ness with which they hold the family relation. The
Jewish people, first among the races of the world.
have maintained their reverence for their elders and
their obedience to the simple tenets of their faith.
The family relationship is the foundation of all
government. All governments sprang from families
associated together for mutual co-operation and those
governments were strongest in which parental super-
vision was most effective and filial devotion most
sincere.
The Jewish people on the occasion of their New
Year renew the obligations which for nearly sixty
centuries have helped guide the world's history.
As Chief Executive of Detroit, I express my warm
appreciation of the part these people have played,
not only in the world and in the nation, but in the
community over which I happen to preside.
With these sincere thoughts in view, I express to
the Jewish people my hearty wishes fora very happy

JEWISH OBLIGATIONS IN YEAR 5690

The New Year opens in the shadow of the Pal-
estinian tragedy and the closing months of 5689 will
go down in history as one of the drabbest periods in
in the sad story of the Jew. There is reason to be-
lieve however that out of the calamity some good
may come.
It has always been true in Jewish history that—
to use prophetic words,—"in the time of the evening
there shall be light." Therefore, it is well that we
should enter upon the New Year buoyed by the faith
that has always sustained us and with a deepened
sense of the solidarity of Israel. Jewish life is or-
ganic. Therefore, when one Jew suffers, all Jews
feel the hurt. When one Jew triumphs, all Jews may
well be glad.
In the light of this fact we should understand
that no Jew can decently live his life without a full
appreciation of the many ties that bind him to his
brothers in faith. The Holy Season now upon us
serves to stress the strength and the permanency of
these spiritual bonds and hence to emphasize anew
the obligation which the individual man and woman
owes to the entire Jewish Community. While it goes
without saying that to the great country-wide and
world-wide causes in which all Jews are interested
we must give our wholehearted support, we must
learn that there are also Jewish needs close at home
to which we must not be blind.
The Jewish community of Detroit will during
this New Year be called upon not only to maintain
its present institutions of religion, education and phil-
anthropy, but it will be asked to contribute to the
building of new ones, notably perhaps that Center
which will offer to the Jewish youth of the com-
munity those facilities for education and recreation of
which we stand so badly in need. A fine beginning
toward the sum that will be needed for this institution
has already been furnished through the generosity of
Samuel X. Gaylord. Others, we feel sure, in this
community where there is much wealth will be glad
to follow his example.
But the building of a Jewish Center will mean
the meeting of only one of our community needs, Let
the Jews of Detroit begin the year 5690 by frankly
facing the fact that we are far behind other cities of
the size of Detroit in social service institutions of one
kind and another. Perhaps before another New Year
comes we will be well on the way toward the better.

enacted there has had the effect of stiffening the hack
of the Palestinian Jew and of strengthening his mor-
ale. We must follow his example. The best answer
to the Arabs is not less work, but more work ; not le
Zionism, but more Zionism. We must register
solemn resolve to carry On with renewed vigor and
energy the work so nobly begun by our martrys.

Whatever our private joys and sorrows may have
been to most of us, this has been a year marked by
a closer unity with our people. This year for the first
time in centuries we heard pledges of co-operation,
promises of united effort in the name of Jewry for
the rebuilding of Palestine as the homeland of the
Jewish people.
Unfortunately, the year that saw this united army
begin its march towards the cherished goal, also wit-
nessed a concerted attack against the cherished dream
of our people. The Jewish people, however, refused
to turn from the pathway towards the promised land
and in its suffering hits found strength, and in its
sorrow, renewed vigor to continue the work.
And the new year, forerunner of the whole future
of our people, again continues its age-old promise, "If
we will it it shall not be a dream." Whatever of joys
or sorrows the years may hold, the Jewish people
will not cease to seek the road towards the land of
sorrows and the land of joys—Palestine.
