istration of Lord Planter, whose firm stands for order in Palestine
have marked his term of office as the most successful in Palestine,
weakness has marked British rule, always endangering Jewish life.

The appointment in May, 1928, to the chief secretaryship of the
Palestine government of Harry Charles Luke, to succeed the good

Luke has for many years been known as unfriendly to Jewish aspira-
tions in Palestine. In his "Handbook of Palestine" he attempted all
sorts of ridiculous interpretations of the Balfour Declaration, and
his written as well as his spoken words have always smacked of
"neutrality," but in reality incited Arab feeling against the Jews by
his lack of responsibility to the well being of our people and his
failure, as acting High Commissioner, to take firm steps to insure
peace and order in Palestine. Ile has proved expert in rehashing
all old charges and in resorting to the ancient excuse of placing all
blame on the Jews, and if future peace is to be established in Pales.
