The Jewish Agency--Its Practical
Application to Communal Life

Editor's Note.—The opening in Zurich, on Sunday, of the
Jewish Agency constitution meeting is considered one of the
iliost important events in all Jewish history because it promises
to unite all Jewry for the common cause of Palestine's recon-
struction, incidentally wiping out litany differences in other
fields of Jewish endeavor.
In the following article, Mr. Stern, prominent Detroiter,
who has for a number of years made a study of the problems
of the formation of the Jewish Agency and its implications,
writes a brilliant exposition of the question and suggests that
when the Jewish Agency is extended it may became an organ
of Jewish public opinion which would find its counterpart in
branches in all sections of this country. At a meeting of the
Zionist District of Detroit recently, Mr. Stern briefly presented
his plan, which we are now pleased to publish at length simul-
taneously with the Zionist Organization's Herz' Memorial vat-
