America was awarded a gold medal
and $1,000 by the Harmon Foun-
dation of New York for an out-
standing public service during,
1927.
Mr. Hillman's services to work-

came to public attention during
1927, were pointed to by the jury
which made the awards. Among
the union's achievements under

will sever his connection as direc-
tor with all banks in which he is
financially interested, it Was an-
nounced upon his return to New
York front Warm Springs, Ga.,
where he conferred with Governor-,
Elect Franklin I). Roosevelt nn the
future legislative program for the
state.
He has not yet determined
whether he will withdraw from the
banking house of Lehman Broth-
ers, it was stated. The new
Lieutenant-Governor plans to re-
main at the capital during sessions
if the state legislature and take
an active part in the next admin-
istration.

A.)—A bill to suspend for it per-
iod of 10 years beginning July 1,
1930, all immigration to the United
States except aliens who are now
exempt from the quota, was in-
troduced in the Senate by Senator
Hugo L. Black of Alabama. The
exceptions would not apply for
aliens coming from the Western
Hemisphere, immigration of such
aliens under the Black bill would
also be suspended except non-im-
migrants, including foreign govern-
ment officials, tourists and mer-
chants under treaty provisions.
The bill was referred to the Senate
Immigration Committee.
The effect of the bill, if adopted,
would tie to suspend quota immi-
grationfrom Europe and quota
and nun-quota immigration from
the Western Hemisphere except as •
to non-immigrants.
