The net increase of the contributions from
the Jewish community must be 25' over that of
last year. This means that quite a number of
individuals will be obliged to increase their sub-
scriptions about 4056 in order that we might
attain our goal of $300,000, set for the Jewish
community.
These are some of the reasons for the need-
ed increase:

1. There was a falling off in 1927 of
$50,000, in the contributions from the Jew-
ish community as compared with 1926.
2. There has been the expected expan-
sion in the work of the Jewish agencies and
the Jewish population has increased ap-
proximately 7','0
3. The Federation is inaugurating a de-
pendent children's program calling for an
extended use of foster homes for the care of
dependent and neglected children. This
will require an additional $15,000. Unless
the money is obtained, untold hardships
will be experienced on the part of our
fatherless and motherless Jewish children.
4. A number of Jewish agencies are not
yet affiliated with the Community Fund
through the Jewish Federation. This affilia-
tion must be effected as soon as possible if
we are to have a united Jewish community;
and this can not be achieved until the Jew-
ish community is able to respond adequately
to the Community Fund appeal.
5. In the event of future expansions now
being planned, such as a Jewish Hospital
or Jewish Center, maintenance expendi-
tures will be needed. The Community
Fund can only supply these maintenance
expenditures if the Jewish community puts
into the Fund the moneys needed for such
expenditures.
6. In a group of ten large Jewish com-
munities, Detroit holds eighth rank with
reference to the moneys expended for Jew-
ish philanthropic work. We must raise our
status as a community.
7. Industrial conditions in 1928 have im-
proved over 1927 to the extent of an in-
crease of 535 in the number employed this
year as compared with 1927.

The Jews historically enjoy the reputation
of being among the most philanthropically in-
clined peoples. We owe a duty to our people;
to our dependents; to the Detroit community.
Please respond with increases in the inter-
ests of our welfare and our traditional reputa-
tion.
