By HENRY WINEMAN

President, Jewish Welfare Federation of

Detroit.

To the Jewish Community of Detroit:
The Community Fund Campaign will be launched
on Nov. 12 and will terminate on Nov. 22.
It is the solemn duty of every Jewish citizen to do
his utmost in making the 1928 Campaign of the Com-
munity Fund a success. This year the Jewish
agencies, because of the expansion of the work and
increase in Jewish population, require 25 per cent
increase over what the Jewish community contribu-
ted to the Community Fund last year. In 1927 the
Jewish community contributed $50,000 less than it
(lid in 1926. We must counteract this set-back.
Unless the Jews of Detroit respond with increased
contributions, it will be impossible for the Jewish
Federation to inaugurate its dependent children's
program, which requires approximately $15,000; the
recreational work will be hampered ; the activities
of the Clinic will be curtailed, and the work of the
family agency will be crippled. In addition all other
Jewish enterprises will suffer.
The Jewish community should also take cogni-
zance of the fact that there are a number of Jewish
agencies that are not Affiliated with the Jewish Wel-
fare Federation. This means that the Jewish com-
munity is not yet united philanthropically. To effect
this union, it is necessary that sufficient moneys be
put into the Community Fund by the Jews of Detroit
to make possible direct financing of these unaffili-
ated agencies.
In addition, it is to be remembered that if any
future expanisons are to be made, either in the form
of the creation of a Jewish hospital or in the upbuild-
ing of a Jewish Center for the youth of our commun-
ity, it is necessary that the yield from the Jewish
community be increased to the Community Fund in
order that maintenance for these contemplated new
institutions be matte available through the Fund.
It is appalling to note that in a group of ten of
the large Jewish communities in the country, Detroit
holds eighth rank, third from the bottom, in the
matter of amounts expended for Jewish philanthro-
pic purposes. This situation must be remedied and
it cannot be remedied until we increase our yield, at
the minimum, of 25 per cent over that of last year.
It should be noted that industrial conditions for
1928 are good; there was a 53 per cent increase in
the number of people employed in September 1928
as compared with September 1927. Pledges made
during the week of Nov. 12 are payable in the year
1929.
To safeguard the honor of Detroit Jewry; to in-
sure the dignity of .0 1 r civic status; to .prevent in-
describable hardships on the part of our poor and
sick; to maintain the traditional position that our
people have occupied throughout history in the field
of philanthropy and benevolence, you must do your
utmost this year by increasing your contribution to
the Community Fund and by urging others to do like-
