The past year has shown relatively little im-
provement in Jewish affairs. Big issues seem to
have narrowed down and personal conflicts seem
to have come to the fore. Persons seem to agree
more on general principles but seem less willing
to cooperate in practical efforts which emergencies
in Jewish life demanded. Issues are becoming less
sharply defined and we are sinking down into a
state of normalcy.
In our own city, personal conflicts have not been
so keen and the essential unity of our community
has not been disturbed. With the coming of a
new director of a Jewish Federation, we may antici-
pate some very progressive improvements in our
Jewish community in the year to conic.

OUTLINES POLICIES

Another year past, and another conic! One
volume closed, and another opened! All hearts
are keyed to expectancy wondering what the year
5689 will hold for us, how it will affect our lives and
destinies. The whole House of Israel will be as-
sembled in prayer and religious worship, working
the mercy and blessing of the Guardian of Israel,
that sleepeth not nor sumbereth.
When We recall the events of the past year,
the hours of joy are almost forgotten, but the
memory of our experienced grief and tribulations
loom largely before us. Sorrow impresses itself
more deeply than joy. The disappointed expecta-
tions, the blighted hope. the death that snatched
away a loved one, are the vivid recollections that
dominate our thought as we stand at the threshold
of the solemn festival season.
While the secular New Year brings us face to
face with the realization of the flight of time as
it touches our personal lives, Rosh Ilashonah con-
fronts us with the thought of the progress of time
as it relates to our community, to the House of
Israel.
In our individual life we can note the succession
of events for any particular period, we can trace
all the various outward happenings that have trans-
pired, the joys that have been vouchsafed . for us,
the sorrows we have endured. But, how difficult
an undertaking it is to delineate with any degree
of accuracy, the exact course of spiritual develop-
ment in any certain person. The heart is deceit-
ful above all things ... Who can know it? I, the
Lord search the heart, I try the reins."
INNS' much more difficult must this be in a large
body, a variously constituted community. It would.
in fact. he next to impossible to set forth in mathe-
matical terms to what extent the religious life of
a people has been influenced in any given direction
during a specified period of twelve months.
While, therefore, it would be vain for us to
attempt to lay down with any certainty what the
religious progress of the Jews has been in the year
now quickly drawing to a close. it is safe indeed
to say this much, that the strong and steady reac-
tion against destructive tendencies in Judaism,
developed during the past several dr:elides, has
been maintained during the past year.
This reaction has not been a mere temporizing,
a mere shifting from one party to another, a mere
plaything with names. It has rather been a re-
vivid of sincerity, a self consciousness implanted
into the hearts of the Jewish youth through the
instrumentality of Itubrew schools, Yeshivahs and
houses of learning that sprang up in numerous
communities.
Within the walls of these genuine Jewish edu-
cational institutions, is being inculcated into the
minds of the young an understanding and appre-
ciation of Hebrew scholarship and Talmudic lore;
of the high moral principles and sublime ideals
upon which traditional Judaism is based..
There is gradually coming to the fore a sense
that there are sonic things in the religion of Israel
more important than the privilege of having the
sexes together at worship and "hat off," that the
idea of every individual having his own Torah
made up as he pleased, and every congregation its
own Shulchan Aruch, is a fallacy and a stupid mis-
take. It has taken some time for this reaction to
find root and thrive, but with divine help and the
growth of the community in wisdom, it will flourish.
The coming year and the years to follow will un-
doubtedly yield further nourishment to this con-
servative tendency. to the end that thereby the
faith of our fathers may be followed with fervor
and sincerity by their descendants in all lands,
and that the spiritual nature of the children of
Israel all over the world may be so nurtured that
they shall, in truth, be a blessing to all mankind by
precept and example.
