The period under review was
in 0 general way a fairly normal

Hungary, Lithuania and Turkey,
and for a time Rumania, the gov-
ernments in power in the various
coutries with which the Jewish
question in an acute form has
been associated, were liberal in
character and there was no of-
ficial oppression or discrimination.
Unofficial anti-Jewish propaganda
and outbreaks of a violent nature
against Jews also dwindled in num-
ber and intensity during the
period, except for the riot in Ora-
de at Rumania, which aroused
the notice and the indignation of
the civilized world. Freedom from
oppression and relief train the ne-
cessity of forestalling and com-
batting unfavorable agitation, left
the Jewish communities of all
countries, except those mentioned
above, free to turn their attention
and to apply their energies to
communal problems, religious, cul-
tural, and educational interests,
and to such international Jewish
questions as emigration, economic
reconstruction and the restoration
of Palestine,

In Jewish tradition the first of the year is, more than a
day of judgment, a period of contemplation and review. Or
Rosh Hashonah, the Jew takes stock of his personal position
and devotes a greater measure of attention to a consideration
of theposition of his people and
the •
world he lives in. In
determining the position of the world as 5588 passes into
history, the Jew has a near approach, through a consideration
of the events which, as a result of general conditions, filled
the ,w a nd of his particular group and race, scattered as it is
in all clinics under all conditions.
In this article, which is an excerpt of the annual review
to appear in the forthcoming edition of the American Jewish
Yearbook, the writer, editor of the Yearbook, presents a care-
fully compiled and conservatively viewed picture of conditions
and happenings which have affected the lives of the most
important Jewish groups in the Eastern and Western hemis-
pheres. Views may vary concerning the interpretation which
may be put on each development which must of necessity he a
part of a review of this nature. ()pinions may be in conflict
as to the conclusionsto be deduced from the facts, but—th•
most important facts are listed and presented for a calm and
mature evaluation. Although the original review' embraces
the' period (rani April• 1, 1027, to July, 1928, this article
include, only those events which have occurred since Rosh
Mishnah 5687, or September 25, 1927,

The Germain authorities were
very energetic in suppressing all
outbreaks of this nature. In a
number of cases, in which the po-
lice succeeded in running down

verely punished. The government
of Prussia, Bavaria and several
other states issued special ordi-
nances against the practice and
threatening those found guilty
with exemplary punishment. Anti-
Jewish demonstrations were sup-
pressed whenever their proceedings
went beyond legal bounds. In May,
1027, a meeting in Berlin of 3,000
followers of Hitler,.a notorious agi-
tator, was dispersed by 300 hun-
