following reply to the statement of
Isidore D. Morrison published in
last week's Chronicle:
"A friend has been good enough
to hand me a mimeographed state-
ment of seven foolscap pages, pre-
pared and issued by the Zionist
Organization, as part of the official
publicity. Editors of Jewish week-
lies and I presume Yiddish dailies
are asked to print this apparently
because 'Mr. Morrison's statements
have more importance than those
of a political theorist. lie has him-
self been a generous contributor to
Palestine.'
"I do not propose to follow 111r.
Morrison either in the abusive lang-
uage nor in the tone of supreme ir-
ritation with which he discusses a
public problem. Since 1917 it has
been the policy of a certain group
in the Zionist Organization to use
me as a scapegoat for the ventila-
tion of all the spleen they desire to
cast upon those who disagree with
them. I am well content now, as
in all previous years, to ignore
these methods beloved of the fol-
lowers of personal vendetta. I am
satisfied that my Zionist record can
stand on its own merits and being
possessed of infinite patience I
am fully persuaded that if the pol-
ides that I advocate are right they
will evetually prevail in the Zionist
Organization, not only here in
America, but elsewhere. I am
equally persuaded that if my criti-
cism is justified it will eventually
carry conviction and that on the
other hand, if my criticism of the
Zionist leadership is unjustified
the correction lies not in abuse of
the critic, but in the explanation
of the facts. Time in all these mat-
ters Works wonders. I say this
with a good deal of confidence be-
cause unlike Mr. Morrison my in-
terest and my participation in the
movement has gone forward with-
out intermission from the day that
I first persuaded myself into the
acceptance of the Jewish National
idea.
Criticism Not Secretive.
"Mr. Morrison appears to he
greatly perturbed as to what I seek
tee accomplish by my criticism.
There is nothing secretive or mys-
terious about that purpose. Zion-
ism, in the first place, is a public
atonement in which criticism is
helpful or should he. In the second
place, very definitely and clearly I
desire that a movement in which I
am vitally interested and to the
success of which I have given the
larger • portion of my life, should
be conducted by men capable of
fulfilling the serious functions of
leadership involved in so great a
task. Mr. Morrison in his long let-
ter has not seriously attempted to
defend the policies of the organiza-
tion and its leaders. The answer
tee my diagnosis of the Zionist sit-
uation is not met by abuse of my-
self and others.
"Setting aside the personal ani-
mus that fills so many lines in
these seven pages there are left
exactly two points in which Mr.
Morrison takes issue with me on
what I wrote in the "Vanguard"
of February. Therein I stated
'within the Zionist ranks the
leadership has succeeded every-
where in forcing old and tried men
out and it has brought no new
forces in ... No new conspicuous
personality has been added in a de-
cade.' I repeat that that is cate-
gorically true. In the whole group
of European leaders by which I
identify men who are participating
in the active affairs of the move-
ment, not window dressers, prac-
tically every important man has
been forced into the opposition.
Neiditch, RosotT, Ussischkin, Jabot-
insky, Stricker, Tionekin (recently
deceased) Gruenebaum, Fischer,
Kann, Paperin, Bodenheimer and
Goldman, these men were formerly
oolong the closest supporters and
closest personal friends of the pres-
ent Zionist leadership. Some are
now in the Revisionist camp, others
in the Al Mishmar, anywhere but
supporters of the present adminis-
tration. This tendency to thrust
men out has been a subject of corn-
ment in Palestine for -a long while
where the opposition and distrust
of the leadership has been obvious

and notorious. Mr. Morrison dm,
me undeserved honor if he believes
that I instigated the numerous ar-
ticles in the I'alestine "Ilaaretz"
questioning the competence of the
leadership; or in the London Jew-
ish World, questioning the political
sagacity of the leadership; or the
frequent doubts of the London
Jewish Chronicle as to the firmness
of the leadership; or that I have
instigated the remarkable discus-
sions that have appeared in the
Salonica, Parisian a n d other
"Revisionist" organs, to say noth-
ing of the categorical attacks on
the leadership made in committee
and otherwise at the lust congress
(in which many of those I have
named took part). Nor can I claim
tee have advised eel instigated the
various attacks on the administra-
tion that have appeared in the Chi-
cago Chronicle, California Jewish
Review, Detroit Jewish Chronicle,
Texas Jewish Herald, etc.
"The Parade of Names,"
'Mr. Morrison supplies a list of
new , men who are supporting the
movement in America. Only one
in that list would conic within the
category of 'new conspicuous per-
sonality.' That one name is
Untermyer and he has resigned
oilier. Some of the other names
are those of men who put in a
laboring oar from 1917, some then
and some now represent mere win-
dow-dressing. One man, like Jacob
Siegel, is a Zionist of over 30 years
standing who is thoroughly dissat-
isfied with the present status. Only
two are new men giving real service
o the cause, Judge Lewis and Abra-
ham E. Leibowitz. Judge Mack
never ceased tee be a Zionist and
has in no wise supported the Zion-
ist Organization administration 1,5
word or deed. In other words, the
parade of names supplied by Mr.
Morrison in answer to nip charge.
confirms it. The measure of co-
operation given by the gentlemen
who represent the Jewish Agency
attitude was available at any time
after 1917 on the terms they now
make. Dr. Weizman rejected sup-
port on those terms in London in
191e; in his negotiations with the-
heads of the Anglo Jewish Associa-
tion and the London Board of Dep-
uties. 1% hether the change of tac-
tics is wise or not—these men—Mr.
Marshall, Mr. Felix Warburg and
Judg.- Irving Lehman, have not
identified themselves with the Z. 0.
The other issue that Mr. Morri-
son raises is that of the Dead Sea
Concession. To clear up that mat-
ter it would be necessary at this
moment to commit a breach of con-
fidence—a mystery not created by
myself and against which I have
been protesting. I regard this mys-
tification on the part of the Manda-
tory Power as part proof of the
political failure of the Z. 0. My
answer to Mr. Morrison therefore
is this:
"Let him obtain possession of all
of the Novemeisky correspondence
with different groups here in the
United States and abroad relative
to the terms and conditions of the
concession and I am fairly satis-
fied that Mr. :Morrison, despite his
horror and hatred of myself, his
bitterness and his anger, will admit
that as matters stand at the pres-
ent time the concession will in re-
ality gee to English capitalists and
that the Zionist rights or interests
are largely camouflage.
"My criticism of the Zionist
leadership and of Mr. 'Morrison's
defense of it on this point is that
the concessions covering natural re-
sources are basic to the develop-
ment of Palestine and are nut acci-
dental problems."

iet government for aiding Jewish
colonization work in Bureya, Si-
beria, according to a decision of
the Bureya commission of the
Comzet, governmental department
for Jewish colonization.
The allotment will be made for
the year 1928, out of the Comzet
funds. Merezhin is chairman of
the Bureya commission of the Com-
zet.
The Comzet also decided tie en-
trust the Ozet, society for settling
Jews on the land, with the super-
vision of the Bureya work.
