fare congress at Geneva, at which

were represented. Her resolution,
embracing the pHncipli. of "home
life for ehildren as against institu-
tions," was unanimously adopted
by t he congress.
As a member of the New York
state commission to codify the child
' cellar. , laws of the state, Miss Loeb
has assisted in the enactment of
various other measures in the in-

time that a notable national gather-
ing had convened for the specific
purpose of dealing with mothers'
aid laws and plans for providing
homes for normal dependent chil-
dren. Nine sessions were held, at
which 52 speakets were heard,
among them three governors and
one lieutenant-governor and a
member of the president's cabinet.
At the request of the delegates,
a state council was formed, with
representation from practically
every state in the Union, constitut-
ing a network of influential people
ready to carry forward the ideals
