Explanations at Next Congress
Will Prove Unsoundness
of All Charges.

JERUSALEM.--(.1. T. .A.) —The
prolonged period of economic depres-
sion through which Palestine is pass-
ing has not unnaturally produced a
wave of criticism (Bisected against the
Zionist Executive and the activities
which it has conducted within the lim-
its of the available resources to rem-
edy the situation and to foster the
upbuilding of the country, Colonel
Kisch, the head of the Palestine Zion-
ist Executive, states in a letter which
he has issued to the Palestine press.
"Time and the explanations to be
given at the next congress," he pro-
ceeds, will prove to what extent
these criticisms are justified; on the
other hand, I find it necessary to
reply at once to the unjust and ill-
founded charges which have been
raised in many quarters against the
officials of the Zionist organization.
These charges, which have been re-
peated in the Jewish press both in
Palestine and in the Diaspora, may
be summarized as suggesting that the
Zionist Executive and its dependent
institutions ( (Keren Ilayesod, Keren
Kayemeth, etc.) are greatly over-
staffed with idle officials who live in
luxury and make no sacrifice for the
common interest during the present
distress.

90 officials, of whom five receive

migration corroborated the instruc-
tions issued by the Norddeutscher
Lloyd in a circular to its agents in
Germany. The Bureau of Immigra-
tion here stated to the correspondent

to ascertain the race of aliens. Un-
der the laws and regulations, every

list or manifest of all alien passen-
gers, giving among other things the
nationality, race and country of or-
igin. For purposes of this record,
the race of the Jewish people is desig.

ish" being avoided because the bu-
reau interprets Jewish as referring to
religion rather than race, and Ilebrew
being considered a racial designation.
Nationality refers solely to the po-
litical allegiance, according to the bu-

being maintained between the two for
purposes of statistical record. It was
pointed out, for example, that many
races come from Canada, including
