500 Jewish prisoners in all of the War-
saw jails. The Jewish population of

to remove all doubts and misunder-
standings between the parties so as
to effect if possible a meeting of their

disposition of the trouble before seri-

be accomplished by arbitration.
"The cast is but nominal. An arbi-
tration trial lasts minutes or hours as
compared II, (lays and weeks devoted
to a court trial. The average cost of
trial condurt•d by the American Arbi-
tration Association of New York is
$20; this is exclusive of paid arbitra-
tors or attorneys. It is desirable to
employ attorneys in arbitration trials
when considerable amounts are at
stake, but this is nut absolutely neces-
sary.
"An arbitrator can decide on the
facts and law; he is not bound by led'.
nicalities and ancient precedents; his
award is final, becomes a judgment on
confirmation by the court, and can be
questioned upon virtually one ground,
that is fraud, or its equivalent. In the
vast majority of eases the award is
paid at the time it is rendered or
within a few days thereafter. . .
"Usually the arbitrators are experts
on the facts in issue, of which juries
and judges frequently know very little
or nothing. When experts are chosen
by the respective parties in a court
proceeding such experts must neces-
sarily be biased. The arbitrator is the
expert and is chosen by both parties.
Hence, the tendency towards bias and
prejudice is reduced to almost nil.
"An arbitration proceeding is ac-
cording to law; the tendency of all
court decisions is to support and en-
courage arbitration. It is (Meet busi-
ness-like action—it aims to reach the
real truth in the shortest time :it the
least cost."

Passover in a Village

gone? Would it not have titan bet-
ter if the l'assover had been longer
and longer?
Feitel met Fedoka outside the door.
He could not contain himself, but
told him everything—how they had
prayed and how they had eaten. Oh,
how they had eaten! Ile told him
how nice all the Passover dishes were
and how- sweet the wine. Fedoka 1k-
toned attentively and cast his eyes on
Feitel's house. Ile was still think-
ing of "matzo." Suddenly here was
a scream and a cry in a high-pitched
soprano:
"Fedoka, Fedoka."
It was his mother calling him in
for supper. But Fedoka did not
hurry. He thought she would nut pull
his hair now. First of all, he had not
been at the mill. Secondly, it was
after Passover. After the Passover
there was no need to be afraid of the
Jews.
Ile stretched himself on the
grass, on his stomach, propping hi:
white head in his hands. Opposite
him lay Feitel, his black head prop-
ped up by his hands. The sky is blue.
The sun is warm. The little wind
fans one and plays with one's hair.
The little calf stands close by. The
cock is also nenr, with his wives.
The two heads, the black and thii
white, are close together. The chil-
dren talk and talk and talk, and can-
not finish talking.
Nachman Veribirker is not at
home. Early in the morning he took
his stick and let himself go over the
village in search of business. Ile
stopped at every farm, bade the Gen-
tiles good-morning, calling each one
by name, and talked with them on
every subject in the world. But he
avoided all reference to the Pa.isiivcr
incident and never even hinted at hi-
fears of the Passover. Before going
away he said: "Perhaps, friend, y..0
