plan of administration of our laws.
"Many people are criticizing the
courts for the prevalence of crime.
This is unjust because a court must
operate in only that manner consis-
tent with its growth and develop-
ment as a result of court rules and
constitutional provisions. If there is
any fault it is the system itself and
must be rectified by legislation. For
a court simply to depart from legal
operation to attain It certain result
would be vicious and fatal."
Mr. Baxter is married and resides
at 320 West Grand avenue, Detroit.
Ile is a graduate of the University of
Michigan and has been a practicing
attorney for 10 years, the past three
and one-half yours of which have
been spent in his present position as
assistant prosecuting attorney. His
present candidacy is his first for any
public office.

Rosh Hashonah Greetings--

On the eve of the Jewish New Year, permit me to extend to the
Jewish people of Detroit and Michigan my hearty congratulations
upon the great measure of peace and prosperity which the old
year has brought, my best wishes for the New Year and espe-
cially my sense of satisfaction in the increasing observance by
your people of this ancient festival and all that it implies. The
great Jewish traditions should be preserved not only as a source
of pride and satisfaction to your own people but also as a re-
minder of the great contribution which such a people can make
and should make to the development and enrichment of Ameri-
can life. It affords.me great pleasure to wish you all a very
Happy and Prosperous New Year.

The past year I visited two synagogues during the
high holy Days. In one of these synagogues, the emigre-
gents were praying loud and with enthusiasm, and in the
second they (lid not seem so inspired. Which of these
congregations ought to have pleased one more? Of which.
should I have entertained a better opinion? The average
person will say: "Certainly, the congregation that prayed
loud and enthusiastically." But the reverse is true. That
synagogue Where they prayed quietly, made the better
impression on me, in spite of the fact that enthusiasm is
certainly desirable; for this reason the synagogue where
they prayed with enthusiasm was attended only by the
old generation. They prayed loud; but very few young
people were to be seen there. The young generation was
conspicuous by its absence, and the old did not seem Very
much concerned over their children. Therefore, I did not
like it, and I was not inspired very much by' it; but the
second congregation showed a good attendance of the
young. The service was noted for its order and quiet be-
havior. The young evidently do not express their religiou's
emotions as the old people do. It seems that it was the
parents who brought their children to. the synagogue.
Hence this- congregation impressed me more favorably.
The shofar on the day of judgmentissues a call to all
to come to the synagogue. It calls the children to assem-
ble with their parents. As the Talmud expresses it: "Blow
before me the horn of a ram, in order that I may remem-
ber Abraham's willing sacrifice of his son Isaac." In that
connection we read: "And . they both walked together,
the father with the son going side by side on the same road
for the same purpose.
The shofar calls to those who have gone far away
from Judaism to return. As the prophet says: "Then the
great shofar shall be blown, and those who are forlorn in
the land of Ashur, and those who are outcasts in the land
of Egypt, Nvill come and they will worship before God
on the Holy Mount. (Isaiah chapter 27).
During the past year the Marranos of Spain expressed
.
a wish to return to the Jewish fold. They strongly desire
to study the Jewish traditions, the Jewish customs and the
Jewish literature. Surely they are the "forlorn and out-
cast." A.divine voice seems to be coming front a quiet
shofar and calling to them. "You, who are far away from
Judaism, come nearer." The shofar that is blown on Rosh
Hashonah issues forth a call to those who are strange from
` Judaism, and urges them to come back. That call comes
to the young man as well as to the old. Just as during
the receiving of the law on Mount Sinai, the shofar called
to all, so it now, too, calls to all. The safety of the Torah
was assured by the children. After all, they are the best
pledges for the great treasure that we receive on Mount
Sinai. as the Torah expresses it. "Out of the mouths of
babes and sucklings, didst thou establish strength." The
voice of the shofar at the giving of the law, proclaimed
that a nation cannot exist on natiOnalism alone; it must
also have a religion.
The voice of the shofar on Rosh Hashonah calls to all
Jews, and also to those who have forsaken their religion,
to work for 'Zion, so that the following prophesy may be
fulfilled, "and they will bow down unto the Lord on the
holy mount in Jerusalem."

CONDEMNS ACTION
GENEVA.—(J. T. A 1—A resolu-
tion leafing with the possibility of
renunciation by national minorities
of the national minorities rights guar-
anteed to them under the peace
treaties was adopted by the National
Minorities Congress, which conclud-
ed its sessions here on Saturday.
The resolution declares null and
void every decision of any national
group renouncing its minority rights,
whether or not these rights are em-
bodied in the international treaties.'
The resolution also denounces as a
violation of public order the attempts
of governments to effect renuncia-
tion by the national minority groups
of their rights.
