sian Jewry. Even prior to 5686, the Jews of Russia
did not suffer any political, economic, social, cultural or
religious disabilities because of their Jewishness, yet
because of the fact that they belonged to the non-pro-
ductive classes, due to czarist disabilities and discrimi-
nations, they were the worst economic sufferers in the
un ion of Soviet Republics. To cure or even to relieve,
such a condition was one beyond the limited economic
resources of impoverished Soviet Russia, which had not
only gone through a disastrous war, but also a series of
counter revolutions, blockades and cordon sanitaries.
It was, therefore, a task which had to be undertaken
by men of good-will and generosity. Such men were
found in America in the Joint Distribution Committee.
Through the united efforts of American Jews, a fund
of $25,000,000 for relief and land settlement is being
raised. Already Poland and Bessarabia have been
helped during the starvation period and 7,000 families
have been settled in the Ukraine and Crimea. The last
year was the first definitely constructive one for Rus-
sian Jewry since theoBolshevik revolution.
Outside of Europe, the attention of world Jewry has
been focussed on Palestine. During 5686 the largest
number of new settlers entered Palestine since the Dias-
pora. Due to the lack of adequate preparations, facili-
ties and finances, the number was too large for absorp-
tion, which caused some unemployment and disloca-
tion. This will, no doubt, be avoided in the coming year
by a more prudent and selective policy of immigration.
Despite this difficulty, the past year showed the great-
est acceleration in rebuilding the home land to date.
The year 5687 should continue the uphill march
for world ,Jewry since the close of the war.
The year 5686 should continue the uphill march
so hearteningly commenced. Many mistakes can be
avoided, and many new paths blazed. We are thank-
ful for the joys and prosperity of the past and we wish
all Jewry a joyous and prosperous New Year.

As the war recedes from men's minds, so the spirit
of acrimony engendered by it becomes attenuated.
The raucous nationalisms and sectionalisms, which
sprang up like a patch of noxious weeds, are losing
their 'virulence. The hysterical, crude elements which
predominated a few years ago have given way to those
who know how to make political and economic capital
out of any enterprise, even though they must discard
all the slogans and hokum which hoisted them into
prominence.
The year, 5686, saw a marked decline of Klanism,
