Questioned concerning the indebt-
edness of the orange growers, Judge
Rosenblatt imparted the information
that the total indebtedness of • the
orange growers was $180,000. Told

truth about the situation it is nec-
essary to look into .the actual figures.
When you question them a little far-
ther you learn that the growers are
really making a livelihood and the
bankers are getting all they should
expect. l'eople who go to l'alestine
and study it by conversation—on the
outside—are apt to come away with
a false picture of the economic con-
ditions."

Returning to the subject of horti-
culture, Judge Rosenblatt pointed out
that the land suitable for the CUM-

Judge Rosenblatt declared: "I'ales-

ent at the Convention of the Zionist

"The situation in Palestine is crit-
ical," declared Mr. Smertenko. "It
is critical because the Arab effendis

these matters. Until there is a ris-

and more impudent in their propa-
ganda.
This is the volcano which Jewish
timidity has itself created. The mo-
ment that we show that we mean
business, that we are determined to
carry out the terms of the Mandate
according to the promisees made to us
by Britain and confirmed by all the
great nations of the world and the
League of Nations, their primitive
minds will realize that they cannot
trifle with us. Until we take such
measures we shall find that the ef-
fendi are becoming worse and worse
in their agitation and an outbreak
such as the massacre in Jerusalem
and the riots in Ilaifa is ruse to fol-
low."

marked: "It is true that we are urg-
ing what every Zionist wants--but
they have been too timid to present

world at large. The representatives

League of Nations that they had nev-
er received these demands. They
were not asked. It is no wonder that
the Zionist leaders are complaining
about the attitude of subordinates in
the British government, They are
having altogether too much to do
with subordinates. They have been
too timid to approach the men of real
influence and power.

"The fact is that England has late-
ly been playing for the favor of the
Arab. France and England are en-
gaged in • bitter rivalry for the polit-
ical and economic control of Asiatic
Turkey, especially Syria and Meso-
potamia. Just now the relations be-
tween France and the native popula-
tion of the Near East are strained.
That has made V advisable for Eng-
land to win the goodwill of the Arabs.
That is why the Foreign Office ha,
been making concessions to the Arabs
and turning a neutral ear to the
Jews. At every point the hopes raised
by the Balfour Declaration and the
Mandate have been disappointed by
usual events. Nothing can cope with
this condition except energetic polit-
