The Community Chest.

The requirements of the Community Chest are
$300,000 in excess of last year. Of this $300,000 the
social welfare activities of the United Jewish Charities
will take $50,000. The total amount to be raised is
$2,950,000, a large sum absolutely, but when compared
with the total income of Detroit and when compared
with the per capita giving of other cities it does not
bulk so large.
Detroit has not learned how' to be generous for it
is twenty-fourth on the list of cities in the United
States, but the encouraging feature is the fact that a
few years ago it wa much lower.
If sprawling, ynamic, non-integrated Detroit were

city welfare. It expects its citizens
to be "city-wise." It presupposes that
the people have a city sense. This
city-consciousness is not narrowed by
geographical limits; it is not inimical
to the wider interests of state and
federal obligations. The city is, after
all, the nation's grammar school for
the study of patriotism. The city's
highest task is to make citizenship
ethical and dynamic.
