In what has here been said care
was taken to stipulate that economic
conditions in Palestine maintain their
present favorable status and even im-

are concerned, it is as humanly cer-
tain as anything can be that they
will continue to romain favorable to
Jewish immigration, for critics of the
present regime in Palestine fre-
quently lose sight of the fact that
whatever restrictions the governinont
imposes on immigration are due sole-

country to receive new arrivals. Wit-

It is a tact, howm. er, that the
conditions in Pale. stns depend large-
ly, if not chiefly, upon what the Jews
outside of Palestine do br it. It is
useless to enter into th.s question ris
to whether this sh nibl or should not
be. It is a fact that what the Jew,
of the world do ier Palestine in the
way of private and publiz enterprises,
and especially for toe Kesel Hayesod,
determines largely tha volume of
tha' Palostine can ab-
sorb. What is referred to here is not
merely the various immigration serv-
ices, receiving stations, sanitation
and maintenance which the Keren
Ilayesod conducts in Palestine. Th..
tenacity of the country depends also
on the number of new colonies estab-
lished, the number of new houses, the
building of which is made possible
through the Mortgage Bank, the edu-
cational facilities provided, the medi-
cal and sanitary service; not to speak
of the system of loans which makes
posaible the construction of public
works and other enterprises which
provide employment to those not
otherwise employed. In all of the
enterprises enumerated, the Keren
Bayesoil plays the leading role. It,
therefore, may be described as the
key which opens the doors of Pales-
tine to the home-hungry masses of
our people.
Can it not be said that when the
doors of all other lands have been
locked against our people, Providence
has pointed out this land and indi-
cated also the hey with which it may
be unlocked?
