economic activity and in larger im-
migration. In June, .Duly and August
the number of Jewish newcomers
averaged clime to 2,090, whereas the
monthly average in 1922 was 675, and
in 1923 only a little over 600. The
financial and industrial depression,
which prevailed,and new opportunities
for wage-earners, notably in tobacco
raising and in quarrying, came into
existence. Several new colonies were
established, and many co-operatives
marketing of
were formed for
agricultural produce. The Rutenberg
light and power project made great
advances, and electricity is now avail-I
able in Jaffa and Tel Av:v. In addi•
tion several new banks were estab-I
and savings institutions have
sprung up in Jerusalem, Tel Aviv,
Rishon Le-Zion, Haifa, Rehoboth, Pe-
tach Tikvah and elsewhere. Baron
Edmond de Rothschild placed his Pal-
estine interest, formerly administered
by the Jewish Colonization Association
(ICA), into the hands of a new Pal-
estine Jewish colonization association
(PICA), which will endeavor to in-
terest large capital in Palestine en-
terprises.
If we were asked to give a brief
appraisal of 5684, we would feel in-
clined to say that the year bore the
seeds of peat changes for the Jewish
people. There is no doubt that the
stoppage of immigration to the United
States is a tremendous present mis-
fortune. All Jews who have the in-
terests of their brethren at heart must
feel that it was a poignant disaster. ,
But in this very calamity may lie the
seeds of great blessings for Israel. It
may give tremendous impetus to the
restoration of Palestine and may thus'
.1 hasten the realization of the great
I• of the ages. As for the con-
dition of the Jews outside the Holy
Land, we can see no reason for any
acute sorrow—except in Russia. The
sky is brightening in every other
land. The accord just arrived at be-
tween the Allies and Germany will
undoubtedly bring about a more
wholesome economic situation; and
this will mean a considerable reduc-
tion of inter-racial antagonisms and
a saner political life in every coun-
try.
