Ill!; YEAR 5685 finds world Jewry with the Jewish question still perplexing, though not
so tragic as it has been during the last ten years.
Pogroms and rumors of pogroms did not darken and sadden Israel last year with
he frequency which characterized the years immediately following the war. But that rich
egacy of hatred and vengeance willed to the world by the war could scarcely pass without leav-
ng in its wake discords and wounds which only time, patience and love can heal.
The roots of American Jewish life are still imbedded in the soil of Europe and conse-
quently the happenings. agreements, joys and sorrows of Europe touch us most intimately.
The London pact based upon the Dawes plan and the New Economic Policy of Russia are
the two events of greatest moment to Europe, but in a sense even more significant for the Jews
of Europe. The actual peace of Europe which the London pact promises is an achievement
which even the sanguine did not expect after the countless failures to reach an agreement. The
bitter-enders would not have settled the reparations tangle in another decade and, fortunately
for weary Europe, men of good-will were placed in positions of responsibility who were con-
cerned more with the healing of the wounds than the exaltation of force. With peace actually
restored, the age-old scapegoat, the Jew, is no longer blamed by the jingoists, anti-Semites and
Junkers for the misfortunes of the peoples. We may reasonably expect a marked decrease in
discriminatory acts and practices in Poland, Germany, Hungary and Roumania in the coming
year. It is safe to predict that atrocities will not be a popular diversion and emotional debauch,
but will once more be confined to the professional, neurotic anti-Semite.

Russian life which will re-establish normal economic processes and, incidently, political, social and re-
ligious matters will be adjusted along more sound and sane lines. The millions of Jews in Russia will
find this country suited to the expression of their culture and religion to a greater extent than ever before
in the history of that land.
In the Zionist world definite realistic policies were adopted. The extension of the Jewish Agency,
the non-partisan conference and the emphasis upon the importance of the Keren. Hayesod indicate a
healthy recognition of the necessity for building homes and reclaiming lands as a condition precedent
to the establishment of political autonomy. Many of the visionaries and dreamers in the Zionist ranks
may view this change with a feeling of depression. The truth of the matter is that the dream and vision
stage of Zionism is passed. It is of infinitely greater importance to encourage investment of capital in
Palestine, to purchase land, establish industry, subsidize trade and build homes than to carry on endless
disputation as to the political control of Palestine.
And what of America? Many things have happened here whose ultimate significance we hardly

money for salvage and repairs, we have contributed large sums for new buildings at home. The Jewish
Theological Seminary raised an almost $1,000,000 endowment fund to insure a sufficient number of
trained spiritual leaders in Israel. Synagogues were built surpassing in utility and beauty anything con-
ceived or thought possible before. The far-seeing, broad-viFioned rabbinate in America knows full well
that the imperishable commandments handed down to Makes on Mount Sinai cannot well be taught on
the highways. Adequate houses of worship must be erected if the message of our faith is to go forth.
During the last year the most drastic immigration legislation in the history of America was passed.
The doors to this country are closed to practically all our co-religionists. The full force and effect of
the law is not yet felt among us but the repercussion has been felt throughout Europe. Projects for eel-
onization in Crimea. Ukraine and Mexico have received much thought and consideration. The spectacle
of thousands or stranded refugees in European ports has filled us with dismay and not a little grief.
The stream of migrants is being diverted to the lands south of us, such as Mexico, Argentine and Brazil.
Second only to the Immigration Law is the rise of the Ku Klux Klan as it affects American Jewish
life. To many who have that easy sense of security the Klan is of no consequence and should be ig-

In the coming year we shall be upon our own spiritual and intellectual resources as never before.
The account American Jewry will give of itself depends upon its belief in itself,, he value we place upon

our religious heritage and our cultural backgrounds.
Shall we be dissolved in the melting pot or shall we emerge as an integral part or American life?
What shall American Jewish youth do with its opportunities? The year 5685 is here full of fair hope
and promise, as well as challenge. We have a supreme faith that a Jewry surpassing any which has
gone before will be the product of the faith, talent and inspiration of American Jewry.
We wish our brothers everywhere a year of joy, prosperity and justice.
