the charter of the Rabbi Isaac Elchanan Theological Seminary, authorizing

the Jewish Legion during the war activities in Palestine, and formerly of
the Zionist executive In London, delivered a lecture on the present situa-
tion in the Zionist movement in Palestine. "I am permitted to hope," said
Jabotinsky, "that at least from here, near the grave of Herzl, the founder
of political Zionism and exponent of the Jewish state idea, the demand will
come forth for the return to the broader Zionism and the idea of a Jewish
state in Palestine. There are no chances for a real understanding between
the Jewish and Arab population of Palestine as long as the Jews do not
become a power in that country." Jabotinsky criticized Sir Herbert Samuel
and the present Zionist administration, pointing to the necessity of creating

Jewish colonies. The hall where the lecture took place was heavily guarded
by the police, because of the fear that it might be attacked by the Haken-
