WASHINGTON.—(J. T. A.) — A
final written protest and appeal for
a veto of the immigration bill was
sent to President Coolidge on behalf
of the American Jewish Committee
and the American Jewish Congress
before the President had signed the
bill. The appeal was signed by Louis
Marshall and Rabbi Stephen S. Wise.
The petitioners were convinced in ad-
vance of the hopelessness of their
protest, but took the action never-
theless for its moral effect and as a
matter of record.

Forty nations have accepted the invitation of the Italian government
for an international emigration conference, the British Ministry of Labor
delegating Viscount Ullswater , ex-speaker of Parliament, to attend with
14 experts. The conference has been called for the special purpose of con-
sidering a program for the opening up of new countries to Immigration,
which has become vital, particularly in view of the new restrictive immi-
gration law in America. Memoranda will be submitted to the conference
by those nationalities which are most affected by the restriction. The inter-
national labor office of the League of Nations, which has just concluded
its own conference at Geneva, is showing some opposition to the proposed
new conference because it is being held under the auspices of the Italian
government, with which it disairreesoninazm aspects of the labor question.

ROUMANIA ADMITS
MASSACRE WAVE

The proposal of the Spanish government to establish an international
university in Spain, with special provisions for the Jewish students of
Eastern Europe who are affected by the percentage limitation on their
numbers in the universities (humerus clausus) was considered by the sub-
committee on inter-university relations of the Intellectual Commission of
the League of Nations, under the chairmanship of Professor Gilbert Murray.

Univerity Union of Europe. The sub-committee did not accept Spain's
proposal. The feeling was expressed that at present it would be impos-
sible to establish an official international university, although steps should
be taken immediately to encourage co-operation between the universitties
of the different countries by a frequent exchange of professors and students.
