concerning the affairs of Palestine. Ile will attend the conference of the

The Roumanian cabinet decided to commence negotiations for a com-
mercial treaty with Soviet Russia. It is understood that attention will be
paid to the question of the several thousand refugees from Russia in Bessa-
rabia and other parts of Roumania. Most of them refugees are Jews.

Various phases of the Jewish question have been placed upon the
agenda of the international conference of the League for liuman Rights,
meeting in I'aris. The Committee of Jewish Delegations, with offices in
Perla, is responsible for bringing the Jewish question to the attention of
the league.

What the press denounces as "medieval tactics" and breach of constitu-
tion was responsible for the baptism on their deathbeads of three Jewish
inmates of the Vienna municipal lunatic asylum. A resident priest is de-
dared by the newspapers to have shown this proselytizing zeal towards the
defenseless patients.

Jews, initiated last week, continue, unabated, the deported "alien" Jews
including Jewish families from Prussia and Baden who have resided in
Munich many years.

A clash between workers and llakenkreuzler in Thuegen, Bavaria, re-
sulted in one killed. The police immediately arrested 10 local Jews who
took no part in the clash, on the ground of their having incited the worker,
to attack the Ilakenkreuzler. The clash took place during the German con-
vention. The Jewish prisoners have been removed to the prison adjoining
the court house at Wuerzburg.

Most of the Jewish 'shops in Galatz, Roumania, have been plundered by
crowds of unemployed, Jewish transients passing through Czernowitz de-
clare. A menacing anti-Semitic wave is sweeping over that section of Rou-
mania, it is declared. Confirmation of this report from the supposed scene
of disorder is entirely lacking, due, perhaps, to the censorship probably im-
posed by the Galata authorities.

Of the 96,000 Jews resident in Salonica, not more than 3,600, or about
3 per cent, will be allowed to go to the polls in the forthcoming elections.
Disfranchisement of the Jewish electors, who are suspected of being hostile
to the present government, was effected through the establishment of a
special Jewish election sector, by means of which a few thousand hand-
picked Jews are recognized as electors.

The Zionists of the East Side of New York are pleased with the offer of
the Jewish athletic organization, Ilakoach, to donate the income of a foot-

York has organized a special committee for the sale of tickets for this game.

largely of more or km recent immi-
grants from Russia," there is harm
done, and that not to the Russian Jew
alone. When the American Israelite
makes the further charge, when dis-
cussing theZangwill address, that "the
majority of Mr. Zangwill's hearers
had at best but an imperfect know-
ledge of English and could not ap-
preciate the import of what he was
saying. Hence their silly applause,"
there is an injustice done. The in-
justice is all the more harmful be-
cause the inference is far from true,
for the medium of expression at the
Jewish Congress was English, and
those in attendance were men of long
and high standing in the American
Jewish community. While we would
not defend the Jewish Congress, we
feel that some American Jews have
gone entirely too far in making the
distinction between the native and
foreign born in their own midst.
Those who make the distinction dam-
age themselves. For, when the Jew
is hated and attacked, the hater does
not stop to differentiate. A Jew is a
Jew and will be blamed whenever
there is need for a scope-goat. In the
words of Lessings: "'rut nichts, der
Jude wird verbrannt."

"The American Jew."

Speaking of the distinction be-
tween the native-born and the new-
comers among American Jews, it is
well to compare the American Israel-
ite's sentiment with that of Dr. Julian
Morgenstern, the president of the
Hebrew Union College. At the open-
ing exercises of the Hebrew Union
College School for Teachers in New
York, Dr. Morgenstern predicted that
from the battle between the Reform
and Orthodox elements will emerge
"The American Jew." Dr. Morgen-
stern called for a union between the
two camps in American Israel and
said among others:
"Forth from the strife and tu-
mult, born as it were upon the very
field of battle, will step the victor,
young, vigorous, strong, looking
not backward to either German or
Russian ancestry, nor cherishing a
suspicion or grievance against his
fellow Jew of differing ancestry,
but looking forward proudly to the
future and dedicating himself to
the sacred task of building up for
himself and his children a precious
heritage of truth and light, the
American Jew."
This is the way to speak. Dr. Mor-
genstern struck a new note in the
controversy between Reform and Or-
thodox. Whether an amalgamation
such as he calls for is possible or not
makes little difference. The fact re-
mains that the old differentiation be-
tween German and Russian Jew, or
between Russian and Galician, etc.,
etc., is disappearing and the pre-war
divisions in American Jewish ranks
are slowly but surely being molded.
This is in itself a welcome phenom-
enon.

It is worth noting that the seminary has never before made an appeal.
Should the seminary now fail from lack of financial support it would, in-
deed, be a sad day for the adherents of Judaism. The responsibility rests
on every Jew and must not be shirked. Unless we are willing to alienate
our young people, unless we are willing to make them agnostics or atheists,
then the time has come for the Jews of America to preserve the institution
which is best calculated to foster Judaism on this continent among the vast
majority of the American Jews."

MAKES VIOLENT ATTACK ON
JEWS ANENT HALLER PROTEST.
BOSTON-1J. T. A.)—The hear-

ceive evidence as to the fitness of
the Polish General Haller as the
City's official guest has caused Gen-
eral Edwards, Commander of the
American Legion, to announce that

NOVEMBER 16, 1923,

the Polish General will be invited by
the Legion and not by the Mayor.
Invitations to the hearing were ex-
tended by the Mayor to represent-
atives fit the Jewish, Ukranian and
Polish population. The Mayor re-
fused the Jewish protest, however, on
the ground that some of the com-
plainants are not residents of the city
of Boston, but of Lynn. The Polish
general's pogrom record was sub-
mitted in writing, the statement be-
ing signed by Elihu . Stone, Assistant
Attorney General for Massachusetts,
a member of the National Executive
Committee of the American Jewish
Congress Committee of Boston.
Samuel Kalesky, Chairman of the
Jewish Congress Committee and De-
puty Grandmaster of the I. 0. 11. A.,
refused at the last moment to sign
the statement, although the commit•
tee had decided to protest against the
reception to the Polish General.
Mr. Kalesky's refusal is said to be
due to the efforts of certain mem-
bers of the Jewish community who
persuaded Mr. Kalesky, and through
him the mayor, to suppress the Jew.
ish protest. A number of Jews are
reported to have taken it upon them-
selves to indicate to the mayor they
had no objection to the proposed re-
ception to llaller.
Herman Bernstein of New York,
who was to represent the American
Jewish Congress at the mayor's hear-
ing, had no opportunity to present
his case orally but filed a written
memorandum.
The Haller incident evoked vicious
anti-Semitic editorials in the Boston
Transcript, the latest one of which
says: "These so-called 'Jews' then,
aliens though they are, are guilty of
abusing the hospitality of an all too
patient and easy-going people, abus-
ing the hospitality generously and all
too widely extended. But there is a
limit to patience, even to the patience
of the American people. Aliens who
tax American patience too far, aliens
who repeatedly abuse American hos-
pitality of which they are the greedy
and ungrateful recipients, are fit sub-
jects for deportation, regardless of
the race they disgrace, the religion
they pretend to avow, or the country
from which they came."
This editorial has been character-
ized as the greatest anti-Semitic man-
ifestation ever seen in America.
Regret over the invitaiton extended

Boston is expressed in a resolution
adopted by the Amos Lodge and
auxiliary of the Independent Order
B'nai Brith, with a membership of
1,500 and composed of some of the
leading Jews of Boston.
The resolution was proposed at
the meeting Monday night by Robert
Silverman who is secretary of the
Jewish Congress Committee of Bos-
ton. The resolution reads:
"The Amos Lodge expresses its
regret that General Joseph llaller
has been invited to Boston. We
feel certain that had the blood-
stained record of General lialler's
troops been known the invitation
to General llaller to represent Po-

land would never have been ex.
tended."
Copies of the resolution were sent
to President Coolidge, Governor Cox
and Mayor Curley of Boston. Only
a few Jews opposed this action, from
which it appears that the Jewish
stand against Haller is not so divided
after all.

NEW YORK—(J. T. A.)—Reports
in this country that he is anti-Sem-
itic and once had been the instigator
of pogroms in Poland were denied by
General Joseph Haller of Poland in
a statement in Minneapolis, according
to reports reaching here.
After declaring the reports "a wil-
ful and malicious falsehood," General
Ilaller continued:
"To the best of my knowledge no-
body would be inspired to such ani-
mosity against me personally. There-
fore the enemy must be an enemy of
Poland or of the American Legion."
