Here God is said to be approachable at all times. The Talmud explains the discrepancy between Isaiah and Moses in the following manner: The former referred to an individual, while the latter addressed himself to a Zibur, a community. An individual, an isolated egotistic creature, one who knows and cares only for his own ego, has to wait for an opportune moment to approach God. Generally his prayers cannot be accepted. They are too much concentrated on themselves. Their bold disregard for others is too glaring. Isiah then, as elucidated here, referred to the selfish in- dividual. while Moses addressed himself to the Zibur, the community. What does it community consist of? It is composed of individuals who stifle and suppress their own desires, their own inclinations, even their own personal liberty, and they offer it all as a sacrifice upon the altar of the community. They know that it is only with the united efforts of each person that the community is able to build its institutions, to care for its poor and tend its sick. The Talmud remarks that when an assemblage of ten is busying itself with carrying out the work of the Torah, they are visited by the Divine Presence. The work, so to say, has the sanction of God Himself. This, also, is the reason why at the time God descended to destroy Sodom, that city which has not lent a helping hand to its poor, lie has sought, and in vain, ten people. lie sought ten persons who were working in unity for the good and welfare of their brethren and, not finding such an assemblage, lie resolved to destroy them. Had God only found ten men working in harmony for the benefit of others, supporting the widow, succoring the orphan and raising the fallen, He would have saved the entire city from destruction. But instead of harmony and unity, He found strife, dissention, each trying to get the best of his neighbor, every one looking out only for himself. The city was therefore naturally doomed. Only a virtuous assembly could have saved it. Ten people united in the work of the righteous could have saved it. This is what Moses meant. "For what great nation is there that hath God so nigh unto them as the Lord our God is whensoever we call upon him?" Which means that a Zibur, a righteous community, can approach God at all times with- out waiting for the fearful days, the Yomim Noroim. The Divine Presence is always with them. On Rosh Ha-Shanah and Yom Kippur, however, when the individual raises himself above his daily cares and worries, when his heart is filled with love and forgiveness, the gates of Heaven are being opened and their prayer' are accepted. And this is the meaning of the words of Isaiah: "Seek ye the Lord while He may be found, call ye upon Him while He is near.'.'
