The situation of Eastern Jewry is
critical in the real sense of the word.

classes. In most of these countries
populated by Jews they play an ex-
tremely important role, which, to-
gether with their temporary power,
they are eager and prompt to exploit
and thus cause the utmost injury to

the Jews.
The Jew is the object of a real cam-
paign in Poland, Roumania and Lithu-
ania. Though it be true that this
takes the form of bloodshed but occa-
sionally, yet the silent pogroms never
cease. It is a bloodless and formless
war—and a permvent one—that is
being waged, but with the identical de-
structive and dreadful results Well-
sioned by formal, active combat.
At every step, in every sphere, dif-
ficulties and prohibitions arc created

which arrest every movement of the
Jewish spirit, sapping the strength
utterly. In the cc: penile life, boy-
cotting is prevalent; on the spiritual
plane, restrictions; in the political
life, actual blockade. Thus begins an
era of Jewsh emancipation in Eastern
Europe; it provokes bitter, offensive
feeling, but historically it seems to
be hied italde. Emancipation under-
went the same deselopmept in west-
ern Europe, where the rising of anti-
Semitisni and persecutions against the
Jews went hand in hued with the first
steps towards emancipation. But this
unavoidable crisis assumes a m ire
acute character in the East than it
ever did in the cultured West, and it
will demand the concerted efforts of
all Jewry everywhere to combat it.
But how can Jewry be united for
the comm in defense, divided as it is
against itself? That is the crucial
question confronting us today; the
chief problem of our time, the first
task of all Jewish communal workers.
What Congress Can Do.

The American Jewish Congress can
do a great deal to solve this problem,
if it will become a real Jewish Con-
gress, a Congress of all Jews who ap-
preciate the interest s of Jewry as a

BERLIN.—(.1. T. A.) — The con-
vention of the Jewish World Relief
Conference closed at Marienbad with
the election of a new executive board
which includes one American, Adolph
Ileld of New York.
Agreements were concluded by the
organization with the United Jewish
Immigration Committee by which the
latter body will assume the immigra-
tion work hitherto carried on by the
J. W. R. C. A similar agreement
has been reached with the "Oze,"
who undertake to take over the medi-
cal work.
An attempt was also made to
make such an agreement with the
"Oct," but thus far negotiations have
been unsuccesful. Representatives of
the J. W. R. C. charged Oat this
"Ort" was biased and anti-Zionist.
Dr. Bramson and Engineer Tiomkin
denied this, saying that while the
"Ort" had in the past made its mis-
takes, the organization was absolute-
ly impartial. Negotiations looking to
an agreement with the "Ort" are be-
ing continued.
Many branches of the Jewish
World Relief Conference are being
organized in Argentine, it was report-
ed. The South American country, it
was announced, had succeeded in
raising a considerable sum for the
Ukrainian relief work. It was also
supporting two "free kitchens" for
children and had also aided in pro-
viding farm implements for Jewish
colonies in the Ukraine.

Dr. Leo Motzkin, Efroikin, Advocate
Selisberg, Isaac Naiditch, from Paris;
Dr. Klee, Latzki Bertoldi, Leo Bram-
son, Tiomkin, Dr. Brutzkus, from
Berlin; Dr. Chaje's, Vienna; Adolph
Held, New York; Dr. Soloweichick

but the insistence that you must have
absolutely everybody before you can
begin to function, may constitute that
kind of council of perfection which re-
sults in a most innocuous state of af-

fairs. Observers both here
abroad should understand the simple
lesson that a permanent democratic
organization of American Jewry has
to begin somewhere and must be left
to continue its development step by
step.
It is needless to say that I agree
fully with Dr. Blank about the advisa-
bility of adopting a broad common
platform, avoiding all differences and
making it possible for Jews of all
points of view to cooperate.
It is, however, incorrect to say that
the first American Jewish Congress
served the purpose of only one party.
It is common knowledge that all ele-
ments in Jewry united on the pro-
gram of the first Congress, on the
basis of which such significant results
were achieved before the Peace Con-
ference. The Zionists, as well as the
non-Zionists, the Reform as well as
the Orthodox, I.ahor and other groups,
were very well represented in the Con-
gress in 1918; and if on important is-
sues the pro-Palestinian elements had
the majority this was a natural and a
lust expression of the will of the ma-
jority of the Jewish masses.
It is true that one or two bodies of
an extreme Reform mint of view
failed to keep the agreement arrived
at after extensive and troublesome
negotiations to conic into the Congress
and thus deprived themselves of the
historic privilege of having had a
share in a momentous achievement
for Jewry. But it is for these or-
ganizations to explain this strange
deflection. All these who were true
to their trust as Jews and as Ameri-
cans and who were not afraid to face
the rule of the majority, have nothing
to apologize for.
It is, at any rate, useful to have
here such a stimulating discussion of
the subject as is furnished by Dr.
Blank, whose efforts in behalf of the
Jewish cause are well known by those
who have had the privilege of meeting
him both in this country and abroad.
