Under these conditions the Jews
are facing a new and bitter struggle
for existence. None of them are to
well grounded in their new vocations
as to make life secure. Certainly it
is not to be expected that they should
he able to help solve any problems.
Nor is there anything to be looked
for from those who have no place
in the new economic dispensation,
such as lawyers, teachers, artists,
rabbis, cantors, and who, too, must
undergo a process of readjustment.
To these must be added the tremen-
dously increased number of students.
As against the usual 5 per cent of
Jewish studens, in the olden (lays, the
average percentage in the higher
courses is now '72 per cent. True,
many of these students are also work-
men, but even they still need outside
assistance.
It must be clear, therefore, Dr.
Bogen pointed out, that not only is
it to be expected that the Jews of
Russia shall begin to bear the tre-
mendous problem of dependency
which has resulted from the war and
ensuing chaos, but that, indeed, need
from outside sources even for their
daily bread. And, in order that those
who can already shift for themselves
shall, in due course, be able to as-
sume these responsibilities, they must
be aided, first, to get on a solid foun-
dation in the new economic life. This
calls for more assistance from the
outside.

Disappearance of Russian Jewry's
greatest peril, starvation, has cleared
the way for other relief measures
which are of the utmost importance.
Of these, Dr. Bogen said, the follow-
ing are most urgent:
1. Rehabilitation of the former
institutions and the establishment of
new ones to meet the needs of the
helpless, whose number is five fold
greater than before the war.
2. To keep those who have thus
far been unable to readust themselves
to the new conditions. These include
the small traders and the intellec-
tuals, who constitute the majority of
Russian Jewry.
3. Jews are flocking to the voca-
tional schools in enormous numbers,
because they stand in great need of
such training. The number of these
schools is far too small to met the
new demand. The graduates must be

helped to start on their new careers.
They must have tools, raw materials,
loans.
4. The developments in Russia
have aroused in Jews a desire to-
ward agriculture. It is a history-
making period. Never before did the
Jews of Russia have an opportunity
like this to become owners of acres
and farmlands, and to become farm-
ers, tillers of the soil in a real sense,
producers! Already there are 60,-
000 Jewish farmers in Russia, and
