A VISIT TO ALASKA

kno•n in every Jewish community in
the United States for his great ser-
vices in the cause of Hebrew educa-
tion. His work of modernizing and
standardizing Hebrew instruction in
the city of New York has been copied
in many other large Jewish centers.

tine, has for the past several years
been devoting his energies and organ-
izing ability to the problem of the in-
tiustrial development of the Jewish
Homeland. He is the organizer of the
American Palestine Company and in
the interest of this enterprise he has
visited Palestine many tittles and has
thoroughly familiarized himself with
its industrial status and prospects.
His views, therefore, are those of a
practical business organizer and ex-
pert on Palestine affairs.)

A number of people behove that the
Keren Hay•sod is the sole hope of Pal-
'estine. They feel doubtful as to its
possibilities fur investments in Pales-
tine. They argue that Palestine is
an undeveloped and neglected country
into which very large sums of money
will have to he sunk before invested
capital can expert returns. Some ad-
herents of the Keren Hayesod even
feel that there is no room in Palestine
for capitalistic endeavor. They argue
that since capitalists have as yet no
vested interests in Palestine, they

moreover do not have sufficient ex-
perience in farming to make their
land produce a large return immed-
iately. The loan from the Keren Ilaye-
sod therefore should be given to them
without interest, and under such cir-
cumstances the loan cannot be consid-
ered an investment.

Housing Problem Acute.

One more instance of the need of
close co-operation will suffice for the
present. The housing problem in Pal-
estine is very acute. All over the world
there arc available large funds for
safe investments in housing on which
a moderate return of between five and
six per cent is expected. Capital is
much more scarce ill,Palestine and the
returns expected by. those who build
houses for rental purposes is all the
way front twelve to twenty per cent.
Such terms must mean great hardship
for the rent payers. It can easily be
imagined how serious is the rent prob-
lem in Palestine when we realize that
the average income of a Palestinian
workman is about ten dollars per week
or about one-third of that earned by
an American workman, while the rent
of such a workman in Palestine is one-
and a half tines as ouch as that of
the American workman, or a minimum
of ten dollars per room per month. In
other monk, in comparison with his
income, the Palestinian pays four and
a half times as much for rent as the
American workman pays. I believe
that the solution of this problem lies
in the building of small cheap sani-
tary homes fur workmen, who will con-
stitute 95 per cent of the population.
It should be possible for the workmen,
within a period of front five to ten
years, to own these modest homes
through the payment of rent, at a
store moderate rate than prevails at
present. A mortgage bank, however,
can at best advance 70 per cent on the
value of such homes. The settler must
have at least 30 percent with which to
buy a home. Unfortunately most of
the people who need these homes, do
not have the initial 30 per cent. Here
too, the Keren Hayesod shoultkome to
the help of the settler by advancing
him a loan of 30 per cent or 20 per
cent without interest. In most cases,
the settler will be both able to pay
back the loan to the Keren Ilayesod
as soon as the first mortgage has been
amortized.
