New York is trying to get 20,000 new members this month for the
Jewish Federation. There are almost 2,000,000 Jews in Greater New
York. There are only 30,000 members of the Federation. So one
does not wonder at leaders of New York Jewry being discouraged with
the lack of support. New York Jewry is so vast that tens of thousands
are never touched by the Jewish life of the city. A Jew can so cow-
pletely hide himself in such a huge community that he escapes all
community obligation; this refers to congregational affiliation as well
as the support of charities. Bigness is not necessarily greatness. The
New York Jewish community is outstanding because of size only. It
sets no example to the rest of the country; in fact, the rent of the
country usually points the way for New York. I feel that one of the
most serious problems for the Jews of America to solve is the New
York Jewish situation. It is menacing from many standpoints.

PALESTINE IS HELD UP

sioner's decree fixing the constitution
of the Waad Leumi and the Jewish
communities in Palestine has again
been delayed owing to the action of
the Palestine Chief Rabbinate.
It is now more than four years
since Palestine is under British occu-
pation, and yet the status of the Jew-
ish representative bodies has not yet
been officially defined, and their right
to impose taxation on the Jewish
population not yet confirmed.
The High Commissioner has given
his official sanction to the draft con-
stitution recognizing the Waad Leumi
as the highest representative organ
of Palestinian Jewry, and was about
to submit the draft to the Colonial
Office in London for final endorse-
ment, prior to the official promulga-
tion.
The Chief Rabbinate intervened,
however, contending that it would be
unfair to promulgate the constitution
relating to the Jewish communities in
Palestine without defining in it the
status and duties of the Chief Rab-
binate.
The Chief Rabbinate prepared the
necessary
statutes re gu lating the

work of the Chief Rab binate and
submitted them for inclusion as a
separate paragraph in the constitu-
tion.
The Woad Leumi now points out
that the constitution which it submit-
ted to the High Commissioner was
drawn up by the Ilasefat Ilaniv-
charim (Jewish National Assembly
in Palestine) and that it (the Woad
Leumi) has no power to agree to any
additions or alterations without the
consent of Ilasefat Ilanivcharim.
Consequently, the whole matter is
being held up and appears likely to
be held up until the next meeting of
the Ilasefat H anivcharim.
