NEW YORK—How to reconstruct
their devastated lives is the great
problem now facing more than 4,-
000,000 Jews in Europe, outside of
Russia, said Dr. Lee K. Frankel,
speaking as chairman of the special
commission sent abroad last June by
the American Jewish Relief Commit.

man. In his verbal report to the Joint
Distribution Committee Dr. Frankel
said that the problem facing the Jews
in Europe affects more than 7,000,-
000 people in all. Little is known of
real conditions In Russia, according
to Dr. Frankel, who said that 350,000
Jews had been killed in at least 2,200
pogroms, and that tens of thousands
have since died of starvation.
Dr. Frankel, who is third ivce-pres-
ident of the Metropolitan Life Insur-
ance Company, and who was welfare
director of the Postoffice Department
when Will hays was Postmaster Gen-
eral, returned several days ago from
Poland. The other members of the
commission, David A. Brown, David
M. Bressler, Morris Wolf, Dr. Milton
J. Resenau and Samuel J. Goldsmith,
are still in Europe completing the
Commission Divides Work.
The commission went abroad last
June and spent nearly two months
investigating the conditions under
which the Jews are attempting to
again live normal lives. England,
Germany, Austria, Poland and prac-
tically all the other countries In
which the Joint Distribution Commit-
tee has bene active, were visited.
Dr. Resenau and Mr. Wolf are now
in Russia, investigating the condi-
tions affecting more than 3,000,000
Jewish people.
In order to cover more ground, the
party was split up and while Mr.
Bressler, Mr. Wolf and Dr. Resenau
visited Brest-Litovsk and Rovno and
towns between, Dr. Frankel and Mr.
Goldsmith visited Vilna. Later, all
met in conference in Warsaw. From
there, Dr. Resenau and Mr. Wolf
went to Lithuania and Latvia, leav-
ing from Riga for Russia. They ex-
pect to leave Russia shortly for New
York by way of Constantinople. Mr.
Bressler and Mr. Goldsmith went
down into Chernawitz in the Buko-
wine, then to Kishinev, Jassy, Bu-
charest and other Roumanian towns,
thence to Constantinople, and back
to Vienna, headquarters of the Joint
Distribution Committee which is dis-
tribtiting the American relief.
Brown to Go to Russia.
Dr. Frankel traveled to Rovna,
visiting in turn Dubno, Radziwillow,
Brody, Lemberg, Cracow and other
Galician towns. With Mr. Brown he
went to Budapest. Mr. Brown went
on to Warsaw and visited points in
l'oland, and before his return to this
country he will investigate conditions
in Czecho-Slovakia and Russia.
"There are vitally important prob-
lems facing the Jews in Europe,"
said Dr. Frankel, "and those problems
affect more than 7,000,000 Jewish
people, of whom at least 3,000,000
are in Russia. The relief given by
the Joint Distribution Committee is
only sufficient to care for about 10,-
000 war orphans in Poland, while at
least 20,000 of these unfortunate
children must be provided fur during
the next four or five years. It costs
about $5 a month, or about $100 a
year, to care for a child, and, as
these children grow up, the amount
will be gradually decreased. Aboitt.
2,000 children in the other countries
of Europe, not including Russia, are
being cared for by the committee and
this number ought to be doubled if
riot quadrupled. Outside of Poland,
comparatively little has been done for
the war orphans.
"Apart from the vital aid being
given orphans, the medical program
of the committee is going ahead as
fast as funds will allow. The erec-
tion and repair of public baths is
highly important, particularly in the
smaller communities, and I find that
close to 250 more baths must be re-
built. The importance of these baths
cannot be over-estimated. More X-
ray stations most be established, as
well as special schools for the educa-
tion and training of nurses. It is
most encouraging to note the splen-
did work of the American doctors
connected with the committee, some
of whom have been at their posts for
more than a year at • time without
relief. Several have gone through
typhus epidemics. The story of their
sacrifices is most inspiring.

RELIEF ADMINISTRATION
ENDS WORK IN AUSTRIA
VIENNA.—(J. T. A.)—The Am-
erican Relief Administration has con-
cluded its work in Austria. The work
will be continued by a new organiza-
tion, the American-Austrian Relief
Work for children, which has been
created by the Austrian government.
The A. R. A. has supplied the new or-
ganization with sufficient funds to
feed 30,000 children for the next two
years, as well as the starving intellec-
tuals,
' The entire Austrian press devotes
enthusiastic editorials to the Ameri-
can Relief Administration, declaring
that without its work millions of chil-
dren would have perished.
