BUCHAREST.—Since 1919 more
than 100,000 Jews have escaped from

Russia across the River Dneister into
Bessarabia, and they continue to ar-
rive at the rate of 3,000 a month. Of
this number there are about 40,000
refugees in Bessarabia, of whom 90
per cent are living peacefully with
friends, waiting for funds to go to
America, The remainder, who have
no friends in the United States and
no funds, have found employment
either in Bessarabia or Rumania.
Up until a year ago, the refugees
escaping from the Ukraine were very
badly treated on their arrival at
Kischniff by the local bankers, who
declined to cash the drafts issued
upon their firms in the United States,
on the pretense that the counterfoils
had not been received. In this way
these bankers used the money sent
from America for three or four
months while the unfortunate vic-
tims, to whom it had been sent, were
walking about the city with their
families almost starving with drafts
for $2,000 or $3,000 in their pockets.

In a statement issued by the na-

Ilayesod announcement is made that
the fund has been regularly chartered
as a corporation in the state of New
York.
Considerable importance is at-
tached to this action in view of the
fact that the fund will now have legal
recognition and control over all its
branches and affiliations. Another
reason why the step is considered
important is because it will enable
the Keren Ilayesod to organize itself
on a permanent basis, the organiza-
tion which has been functioning
hitherto having been temporary in its
nature. Simultaneously plans were
announced for effecting such per-
manent organization at a special con-
ference to be called in the near fu-
ture at which the contributors as wel
as the workers will be duly repre
sealed and a constitution for the Ke

The incorporation has been brough

Mr. Tchitcherin replied that these
