NEW YORK.—The Joint Distribu-
tion Committee has advised Dr. Jo-
seph Rosen, its representative in Rus-
sia, that $100,000 has been appropri-
ated to supply the Jewish farmers
and other essentials for next fall's
planting.
Dr. Rosen recently distinguished
himself by putting into effect a seed-
ing program in the Volga districts
which has assured that section of a
bountiful crop of Indian corn next
fall, and an end to the terrible fam-

LONDON.—The Council of the League of Nationa, at the Saturday
session, gave final confirmation to the Palestine and Syrian mandates, giv-
ing further effect to the establishment of a Jewish national homeland in
Palestine.
The registration of the Palestine mandate marks the final triumph of
the political Zionist movement, whose platform, as adopted at Basle 25
years ago, calls for the establishment in Palestine of a "publicly secured;
legally assured homeland for the Jewish people."
The mandate opens with an endorsement of the Balfour Declaration for
the establishment of the national home and with the recognition of the his-
toric connection of the Jewish people with Palestine and the reasons for
the reconstruction of their national home in that land. V
Jewish Agency Recognised.
The Zionist Organization is recognized as the "Jewish Agency" that
is to work in co-operation with the British government to make possible
the establishment of the Jewish national home with the aid of all Jews
desiring to aid in the great work.
The mandate charges the British government with the duty of encour-
aging Jewish immigration under favorable conditions, as well as the settling
