G1AS. 1:3Y- 'SAYS NON-CITIZENS SHOULD NATURALIZE JOSEPI-F= (Copyright, 1921. By Chas, II Joseph.) Someone sends me an interesting clipping from what apparently is a magazine devoted to legal questions or discussions of matters per. taining to the bar. Under the caption "Shylock • True Cosmopolitan" I read this: "It may be true that the Shylock that Shakespeare immor- talized was • Jew, but the character pictured by the master's pen in the 'Merchant of Venice' has been found in all ages, among all races . Unfortunately, no race has a monopoly of him a nd in all bus' a ge that does not produce too many of him. Thus it is when one is selfish, covetous, grasping, when he drives • herd and one-sided b ar gain, he is not infrequently referred to as Shylock." And this statement forms part of the opinion of Judge Evan A. Evens, United States Circuit Judge, on motion for new trial in United States vs. Heit• ler, 274 Federal Reporter, 401. I have given the full reference number of the case no that some en terprising lawyer who has easier access to, and more time to seek the volume in question, may discover the whys and wherefores of the case in question. But I am interested in the statement of the judge to the extent of agreeing with him on the general proposition that "Shylocks" belong to all peoples, race., creeds, and that the term "Shy- lock" is given to persons who are grasping and who exact more than justice permits though the law sometime. allow.. Yet all this does not alter the fact that a Jew is taken to be the prototype of that sort of undesirable citizen by reason of the fact that Shakespeare deliberately tools • Jew for his character. And who can measure the injury that has been done the Jew and the misunderstanding that has been his lot on the part of the world because Shakespeare created "Shylock" The municipal authorities of Frankfort, Germany, have decided to name one of the principal streets "Jacob H. Schiff," who was born there in 1847. It is reported that the Schiffs have the oldest pedigree of any Jewish family, reaching far back into the fourteenth century. It seems unusual that Germany, the hotbed of anti-Semitism, should thus honor a Jewish name. As an sap n of appreciation Schiff's heirs presented to the authorities some 2,000,000 marks. Arthur Bris- bane, in commenting on this news item, drew the parallel between the Schiffs and Hohenzollerns—the former having even an older family tree than the kdser's, and he also intimated that the "everlastingness" of the Jew as evidenced by this record of the Schiff family should be • warning to the Junkers that the Jew could not be "•nti•Semited" out of life, and that the Jew is a better man to be on friendly footing with than to have him as your enemy; because he certainly does hold out long enough to see his enemies vanquished. Speaking of this reminds the historian that the Jew has not alone witnessed the passing of his individual enemies, but he has sen some of the greatest nations of the earth pass away, nations who tried to make short work of his earthly ; but, seeming to possess super- human qualities of resistance, he has lived despite the crushing attacks of the most powerful people of the world. No need to mention the Babylonians, the Assyrians, the Romans, the Greeks, to say nothing of the modern Spsni, as well as others who have given a twist to the thumbscrew—and of course I must not overlook the Egyptians—well, the glory of all these would not make • decent Fourth of July celebra• lion in an American village—and the Jew still keeps on—while the Dearborn Independent is gasping for breath. • Before dismissing the name of Schiff from this column I am re• minded of just a mere suggestion of veiled criticism that is present since the publication of the amount left by Jacob H. Schiff. Some $37,000,000 is *reported, but "experts" tell me that the real sum must have been near $50,000,000. At any vale even the former sum is enough. I wonder if the following statement from one of our New York Jewish newspapers does not in a measure reflect the sentiment of many Jews who, though loyal to the memory of Jacob H. Schiff and not unmindful of the great part he played in thewelfare of world Jewry, feel • sense of disappointment over his will. The paragraph in question reads: "But we confess a feeling of disappointment that Jacob 11. Schiff, notable public figure and communally-spirited man as he was, should have allocated only a paltry part of his great estate l$I,:150,0001 to philanthropic purposes. .. Certainly, Jewish tradition marks out a course to be purseued by our rich men which is quite different than was followed by Jacob II. Schiff in his will." It . n y le t. ie s t n. he w, sr st kn oh stn al pen m. :as to he D LS the led ish ing ieir Re- d for by are onal Pa I am wondering why Christian journals have so little to say when men of great wealth among our people die without leaving anything to speak of to philanthropic purposes. One needs only to look over the wills of, say, Pittsburgh milLonaires to realize how little they have lived up to "Jewish traditions," which seem to be even more Christian than Christian traditions. I am not mentioning names, !nit amounting within recent years Christians have died leaving estates ■ upwards to the hundred millions with practically nothing contributed to the philanthropies. I know that Jews, whether wealthy, rich or moderatley well to do, who die without leaving charitable bequest, usually come in for severe criticism. Our Christian neighbors seem to be immune frrom such criticism. It begins to look as if Jerusalem will soon be as ompetitor of Hollywood in the film business. And probably this will give the un- generous the opening to say that since the movies are controlled by Jews it is logical that the headquarters of the industry should be in Jerusalem. And it has all come •bout because • group of American movie actors have recently arrived in Jerusalem to film the story of King David. About 5,000 persons are to be employed and, interesting to note, the same number of sheep as persons-5,000—and 1,000 goats and 2,000 camels. And it is said that Palestine is unsurpassable for film productions owing to the clarity of the atmosphere and the natural beauty. This will be the first time that a play of this magniture has been filmed in the Holy Land. The whole experiment will be watched with closest interest by the whole world, regardless of religious OW, lion. - - • —•••■■•- I can make • good guess what this is about. Here is the Associated Press dispatch in question: "When Senator I:al...Bette in the treaty debate was talki:,,t of Japan's policy in the Par Eeast, Senator Watson of Georgia interrupted him to say: "It has come to me from a source which I cannot reveal, but upon which I can rely, that the ingdor who opened the conference with prayer had in his prayer an allusion to the merits of the blood of our Savior Jesus Christ and he was asked to strike it out and he did strike it out.' Ile denied his Christ,' replied LaFollette. 'Yes, and he did it because of a nation (said Walsh) which at the very time was crucifying Him anew.'" Some clergymen who have had experience when offering prayer at members present of differing religious ■ a gathering where there are beliefs have the good taste and tact to so couch their utterances as not to offend the sensibilities of those who are not of the same faith. I have been present at such gatherings and have felt uncomfortable when the officiating Christian clergyman has stressed his sectarianism; ■ and this is probably what happened at the conference. Judging from some of the utterances and writings of Watson, all the crucifying "anew" of his muter is not confined strictly to those who are not members of Watson's church. Some men make one very, very weary with their loose ion . Here is • story told by Jacob Billikopf of an incident witnessed by him when swinging around the country during the Jewish relief drive: "At Elmira a poor-looking junk dealer came forward to make his contribution. The managers of the meeting thought he would give a dollar or two. But the Junk dealer's contribu- tion was the largest at the meting—$725—money he had just received from the War Department as an installment on the $10,000 policy that had been taken out by his boy, who had died in the ArgOnne. 'I don't want this money,' the junk dealer said in Yiddish. 'I don't want any money from America because my boy, my only son, gave his life for this country. I stn proud of him and I am not going to spoil his memory by taking such money.' And yet those long, furry-eared gentlemen who are constantly braying (I hope the printer doesn't make that word read "praying") about "undesirables" could learn from this immigrant something of the spirit of American patriotism. The editor of the Hebrew Standard of New York usually has • "stinger" at the point of his pen, but even if I don't agree with him, I enjoy reading him. Here's • sample of the "digs" in which he sevens to take unholy glee: "Anent our criticism of Rabbi David Philipson of Cincin- nati for declining to participate in the Cincinnati welcome to Nahum Sokolow, Charles II. Joseph says: '• • • when they men like Sokolow and Weizmann) come to a community on a special mission and are avowed spokesmen of a movement (Zionism) with which other Jews do not sympathize, it becomes then a question whether these Jews should place themselves in the position of giving the public impression they are Zionists.' To which (says the editor of the Standard) all we need to say is 'Nebbich.' It would have 'injured' Rabbi Philipson if the non-Jews of Cincinnati had looked upon him as a Zionist. A 'fat lot' these people care whether Rabbi Philipson is a Zionist, anti-Zionist or non-Zionist!' 1 think the editor of the Hebrew Standard is unfair in making suds • statement. After all, one should be true to one's convictions. What would any esteemed friend have said if an Orthodox Rabbi should ham participated in a welcome given to one who bade come for the purpose of "modernising" and "reforming" all American Jewry and whom avowed purpose would be to turn all Orthodox con. gremtions into Reform? I am sure in such • cam our militant Ortho. dox champion would have an entirely different editorial to write. What say you, brother? •••••=11 oLvil oboes 1413 to 1447 Congressman Sabath Warns Jews of Danger of New Johnson Bill. CLIFFORD 1E t "11:;;1 1 tilig 6..1111i WOODIYARD AVE. W ASIIINGTON.-0. T. A.I—At least one Jew,ish Congressman, Rep- resentative Sabath of Chicago, is alive to the necessity of taking some action regarding Chairman Johnson's new naturalization bill, requiring among its numerous innovations the annual registration of all aliens. Con. gressman Sabath is convinced that the measure in substance will become a law in view of the strong combina- tion formed by administration lead- ers in Congress and the Department of Labor. The over-crowded con- gressional calendar notwithstanding, advocates of the measure have an- nounced their intention to attempt to rush the bill through this session. Meanwhile, Representative Sabath •has requested the Jewish Correspond- ence Bureau to warn through the Jewish newspapers every Jewish non- citizen to immediately take out the "first" papers or attend to the final naturalization. According to statis- tics, there are 100,000 residents of this country who are entitled to final naturalization and are neglecting this step. The Johnson bill requires every applicant for citizenship to know how to read write and speak English "understandingly." Thousands of men of advanced years will find it im- possible to become American citizens because of the difficulty of learning a new language late in life. The only way of avoiding this danger is by taking out the first and last papers before the law becomes effective. With the exception of Representa- tive Sabath the Jewish Congressmen seem undecided as to their course and are non-committal. Sabath, however, seems genuinley alarmed and is par- ticularly agitated over the registra- tion feature, which he characterized as "the adoption of a monarchial sys- , tern." B.) —The executive committee of the provi- sional (organization for the American ,Iweish Congress meeting on Sunday afternoon, March 12, in the Hotel Pennsylvania, decided to proceed with the election immediately and to hold the next gathering of delegates, be- ginning Sunday morning, May 21, in the city of Philadelphia, where the former sessions were held. The an- nouncement was made that the modi- lied plan of election previously formu- lated by the executive committee has been adopted in the referendum, which was submitted to all the former delegates. The new form of election, us reported by Leo Wolfson, secre- tary of the board of elections, will consist of conventions to be held in each city, of delegates from the vari- ous local Jewish organizations, who will in sessions assembled nominate and elect the delegates to the con- gress, in accordance with the plan of allotment similar to the previous system, which gives representation to all Jewish communities in the coun- try. Among those present at the well- attended meeting were members from New York as well as from a number of other cities. The executive secre- tary of the organization, B. G. Rich- ards, reported on the recent activities of the organization, relating to work done for the safeguarding of the rights of the Jews in Eastern Europe and to defense of the Jewish mime against continued anti-Semitic at- tacks. A report was also presented on the :recent work of the Committee of Jew- ish Delegations in Paris, with which this body is co-operating. Reference was made to the letter which was re- cently written by Nahum Sokolow, urging support for the continuance of the American Jewish Congress and the Committee of Jewish Delegations in Paris. Max E. Eckman presided and, by a vote of the meeting, Mr. Eckman was elected chairman: of the adminis- trative committee and to fill another vacancy Solon J. Liebeskind was chosen as treasurer of the organiza- tion. f mai ,10:11,1 1T 31.7, 1 171„ 444- t o so, mi . • `-g I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I 1 I I I I I I I 1 I I 1 I I I I I I I I I 1 i I I I I i I I I I I I i I I I I I I I 1 I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I 1 I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I I i I I I II I I I I I I I I I I I I I I I I I I e=`. roft. AGUDAH ISRAEL ACTION ANGERS ORTHODOX JEWS WARSAW'.—(J. C. 11.)—Repre- , I sentatives of 100 synagogues and • Beth Midrashim have joined in a p ro- test against the action of the Jerusa- lem spokesmen of the Agudah Israel who in their interview with Viscount Northcliffe are understoosl to hove sought to undermine the influence and prestige of the Zionist Organization. Resolutions declaring that orthodox 'Jewry were united with the Zionists for Palestine reconstruction had been despatched to Chief Rabbi Herz at London, who had immediately follow- ing, the interview with Lord North- cliffe, indignantly repudiated the in- ference that the orthodox Jews were opposed to Zionism. So marked is the hostility against Agudah leaders here, that several rabbis belonging to that corny have been threatened with physical vio- lence. The charge is made that the Rabbis of the Agudah Israel denoun- ced Zionists as sympathetic Bolshe- vism. KOVNO.--(J. C. B.) —A protest against the alleged intrigue of the Agudah Israel against the Zionist Or- ganization has been published on be- half of the rabbis of Lithuania re- ferring to the statements made by the Agudah's spokesmen to Lord North- cliffe as "treachery to the Jewish Cause.' The protest is signed by Chief Rabbi Shapiro of Kovno, and Rabbi Epstein, head of the famous Slobotka Yeshiva. SIX JEWISH MEMBERS OF PARLIAMENT FORM CLUB BUK A RES T.—(J. T.
