Main 1041 Woolworth Bldg., New York The parliamentary committee of the Jewish Board of Deputies has es- tablished the fact that the conditions under which alien Jews are deported in this country are highly unsatisfac- tory. The committee cites an in- stance of a Jewish young man named Blum who was forced to lease the country because he failed to notify the Home Secretary that he had changed his place of residence. In another instance a Jew was deported despite the fact that his wife was on the eve of confinement and that there were others who were dependent upon hint for their maintenance. All those arriving into the country with- out the necessary documents are de- ported even if the court recommends that they be allowed to remain. Very unsatisfactory is also the manner in which deportation cases are handled by the courts. Often aliens are con- fined for lengthy periods before their cases are taken up or they are re- leased on bail. Considerable excite- ment prevails among the members of the Board of Deputies because Sabeg Montefiore refused to intervene with the authorities despite the urgent re• quest of the board. New Regulations Prohibit All Specula- tion Is It. LONDON.—Regulations governing all land transactions have been issued by the British Administration in Pal- estine and are so framed as to pre- vent every form of land speculation, says a dispatch from Jerusalem. All transactions outside of three- year leases must be registered through the administration and are not legally binding until confirmed by the ad- ministration. Purchases of land can only be made on condition that a pur- chaser will cultivate the ground. Spe- cial provisions are included for the protection of the small farmer and the Government imposes a tax of 3 per cent on sales not involving mort- gages and only 1 per cent when mort- gages are involved. "The Voice of Jerusalem," a new volume from the pen of Israel Zang- will, has made its appearance in He- brew. The volume was published, in Jerusalem and, according to a report from that city, is the first book to be granted the privilege of copyright under the new Palestine regulations. JERUSALEM, Oct. 8. (Jewish Telegraphic Agency).—Speaking to- day at the first annual fleeting of the Pro-Jerusalem Society, of which he has been elected Honorary President, Sir Herbert Samuel, British High Commissioner for 1'alestine, made a reference to the revived industries of Palestine and expressed his belief that in the near future they will un- dergo a rapid development. The Pro-Jerusalem Society has just received a charter for the preservation of mediaeval antiquities. Addressing the meeting of the Pal- estine Advisory Council, the High Conunissioner, who presided, said the Council had a right to congratu- late itself at the prevailing tranquill- ity of the country. Of the work be- ing done to further the interests of Palestine, Sir Herbert said energetic measures were being employed to stamp out malaria, that schools were being established, that traveling re- strictions had been removed to the greatest possible extent and that negotiations regarding the country's frontiers were still in progress.
