War, Mr. Shear was one of the first

Declaring that clergymen should
co-operate in au endeavor to have
passed more sensible laws relative
to marriage and divorce, that men
who desert their families should be
returned to the state's jurisdiction
mil that other badly needed reforms
should be pushed, Rabbi Samuel S.
\layerberg, assistant at Temple Beth
El, in his sermon Sunday, Feb. I.
conamitted himself as advocating
a law prohibiting intermarriage of
blood relations, publication of banns
at least one month before the marri-
age ceremony, and a physical exam-
ination of both contracting parties.
"After love . has fled from the mar-
riage relation, the legal procedure
necessary to obtain a divorce becomes
merely a formality," Rabbi M eye r-
in.rg declared.
"1'ufortimately,
our
in
present
rapid unthinking, frivolous .1merican
life, we base to an extent removed
ourselves from the far reaching in-
fluences of past conceptions of mar-
riage." he said. "To many marriag.•
is simply a legal contract entered
into by two parties in which they
agree to live together as man and
wife and to it they arc bound
until some legal excuse is given fun
the dissolution of the contract.
•• Society at large in America can
correct many of the evils of hasty
marriage. There should be a national
marriage law, forbidding the mar-
riage of close relatives such as first
cousins, aunts to nephews and n'eces
to uncles. The law should also re•
quire that any two people who de-
sire to be married shall make their
desire known to a public registrar.
who in turn shall post their names
in a public place and the time be-
tween the announcement of this de-
sire and the completion of the mar-
riage should be not less than a
month.
"In addition to the publishing of
marriage banns we should have a
national eugenic law to insure the
healthful maintenance of the social
order for all time to conic.

"But while we are waiting and
hoping fur a national la••• of that
kind, parents should insist that the
man that their daughter marries shall
be able to prove that lie is physically
and moot ally but to become a latis•
band."
"Before ministers and parents can
succeed in protecting the innocent,
public officials must be inspired with
the same desire. A state law, in lieu
of a national law, should be enacted
which would require all who are in-
vested with the authority to perform
wedding ceremonies to see that con-
tracting parties are both in ito,ots-

are in excellent physical condition
and not a source of danger to each
other. The ministers of our own
community can ,aril bmt'.11 the advo-
cacy of this measure by agreeing to
refrain from officiating at marriages
unless both the man and the woman
shall be willing to present to them
physicians' certificates.

" \\*hat shall we say then about the
divorce evil? First of all, I believe
that while the marria•• laws shoulii
he made harder, that the divorce laws
should he made easier, and I say it
Mc:lose when once love has departed,
when the home and the marriage is
no longer consecrated by the divine
touch of affection, of mutual respect
and of abiding happiness, then that
marriage has to all intents and pur-
poses been dissolved and divorce pro-
ceedings is merely a formality.
"Nlany divorces are brought about
because one of the parties becomes
infatuated with someone time and
when freed by a court, will marry
again. .\ national law- which would
prevent a man or a woman from re-
marrying until at least three or fits
ears hat e passed after the decree
has been given, should be enacted.
In addition to a national marriage
law, let us inscribe upon our federal
statutes a law which shall regulate
divorce as Well. With such law, we
would be enabled to deal with those
conscienceless brutes who desert
their wives, who fail to support
them and who cannot be reached be-
cause they have moved without the
