A new connotation of the term
'democracy," forged out of the fur-
nace of the world-war by the masses
whose sacrifices lay heaviest upon i ts
a lt ar—a democracy that interpreted
must spell itself in terms of a new
order of things, a voice in the gov-
ernment, the assurance of continuous
em ployment,. sufficient food, decent
_clthing, habitable dwelling places,
educational opportunities, reca•ation,
physical and intellectual, lime leisure
for self-development—thus, in a logical
and forceful address, singular in its
candor and clearness, Julius Deutel-
baum, editor of the 'Detroit labor
News, pointed out the outstanding
cause of the present social unrest,
at the Forum lucheon of the B'nai
Itrith Club, given at its club-rooms,
25 Itroadway, Tuesday noon.
"Every Passover night we sit down
to celebrate the greatest general strike
and walk-out in the history of the
world," declared M r. Windham.
The Jews were in bondage in Egyp
until Moses appeared and articulated
their social unrest; then they fell in
behind him. Social unrest is one of
the redeeming features of the human
race. It began with the first man and
it won't end until the last man goes.
No matter what doors you open
through the annals of human history,
you will find manifestations of man-
kind's unrest."

Disatisfaction not Revolution

To be disatisfied, the speaker point-
ed out, does not mean that one is
revolutionary, "red" and radical, but
rather a desire to improve the present
order of things, and that the greatest
cause of unrest is due to the fact that
a certain class and set of people have
not yet adjusted their viewpoint to
the new order of the day.
That strikes are but the outward
manifestation of the discontent of
the laboring classes who in order to
get some measure of satisfaction are
compelled to take those drastic steps
so as to bring their grievances to the
attention of those responsible for the
situation was brought out by the
speaker.
"We were told that the war was
being waged for democracy," de-
clared Mr. Deutelbaum, "'People be-
lieved." :Wu in all walks of life were
called upon to do their share. It so
happened that the workers consti-
tuted the overwhelming majority of
the people and thus the greatest ef-
fort and the greatest part was con-
tributed by men from the shops and
factories..
"The war was begun. Democracy
triumphed. And now says Labor.
"All right, Mr. Government," the war
is over. What have we to expect now
in the way of a better deal? What
have you to offer us for the untold
sacrifices we have made?
"There were various offers made,
but labor began to draw up a platform
of its own and to assert what it
wanted. It began to show a shartling
intelligence for a class credited with
so little. Labor today is making de-
mands such as has never been made
before. It demands not only a wage
by which they can provide themselves
with enough to eat, but they demand
a voice in the management of the
government which controls their

Fear of Worker.

One of the greatest fears of the
worker, the speaker pointed out, is
the unsteadiness of their employment.
"rhe desire of labor throughout the
world is to assure itself of continu-
ous employment and an opportunity
to provide for the day when their
1,, fulness shall have ceased.
"Labor has natural aversion to any-
thing that smacks of charity. They
want justice, which means to them
greater opportunities for themselves
and their children, more leisure—statis-
tics show whenever hours are shorter,
the order of intelligence is higher
than in other districts—greater rec-
reational facilities, decent homes, food
and enough of it—in short, the worker
asks but a chance to lead a full, free
and happy life. That is why there
is unrest. That is why labor is mak-
ing such demands and they will con-
