The rules and regulations adopted by the Cemetery Board and approved by the Executive Board of the congregation were formulated after a comprehensive survey of the needs of the Jewish community. It is the earnest aim and ambition of Congregation Shaarey Zedek to ade- quately provide what has long been recognized as a most pressing, even vital, need—a modern, high grade cemetery that will provide a last resting place in the midst of beautiful surround- ings, with assurance that it will for all time be maintained as a source of comfort and sacred attractiveness to those who arc left behind. In this purpose, we believe we shall succeed for we have bound ourselves, one and all, to the carrying out of the ideas and ideals embraced in these rules and regulations. • Clover Hill Park Cemetery is excellently situated for the purpose to which it is to be dedicated. It is within walking distance from Woodward Ave., conveniently accessible over good thoroughfares and lines of travel, and is in the midst of a most beautiful suburban section. The ground is self-drained and rolling, presenting ideal conditions for cemetery purposes. I I The improvements now being installed and which arc embraced in the general plan call for the expenditure of a very considerable sum of money, but Congregation Shaarey Zedek is not counting the cost ; it is actuated by one motive solely—that of making Clover Hill Park Cemetery a credit to the entire community. In the sale of burial lots, the purchaser is given every assurance of fair, equitable con- sideration. It will be noted that the rules and regulations provide that lot prices shall be inscribed on the plats submitted to every. prospective purchaser and there is the further pro- vision that prices may be reviewed only once in a twelve-month period. This safeguards the purchaser against undue discrimination and places all lot purchasers on the same favorable basis. Congregation Shaarey Zedek, desirous of still further serving the community, proposes' also to furnish graves entirely free of charge to all worthy poor cases called to its attention, and these graves, m o reover, will be accorded the same care and attention which the rules and regulations contemplate for even the highest-priced lot in the cemetery. OUR AMBITION REALIZED Commendable progress has already been made in the improvement of the grounds. An excellent flow of crystal clear water has been secured at a great depth, thousands of shrubs and flowering bushes have been set out, scores of trees planted, driveways built and contracts let for the immediate construction of the superintendent's home and office. Every energy at our command is being exerted to make possible the opening of Clover Hill I'ark Cemetery in the early days of the coming summer. RULES AND REGULATIONS OF CLOVER HILL PARK CEMETERY Clover Hill I'ark Cemetery comprises 50 acres of dry. cleared land on the Fourteen-Mile Road east of Woodward Avenue. The land lies in Troy township, Oakland county, and was purchased by the congregation in 1918. In accordance with the provisions of the constitution and by-laws of Congregation Shaarey Zedek, the cemetery committee constitutes the membership of the Cemetery Board, and in this Board is vested the management and operation of the cemetery. The powers and duties of the Cemetery Board are defined by the Executive Board of the congregation. In religious observance, 'clover hill Park'Cemetery shall be operated in accordance with the laws of the Jewish faith. The general office of Clover Hill Park Cemetery shall be maintained in Shaarey Zedek Synagogue. The rules and regulations tinder which the cemetery shall be operated, except such provisions as may he included in the constitution and by-laws of the congregation, shall be subject to revision or amendment only by the Executive Board of the congregation. It shall require a two-thirds vote of the entire Executive Board to alter, amend or revise these rules and regulations. The chairman of the Cemetery Board shall be designated by the president in the appointment by the latter of the cemetery committee. The Board shall consist of seven members. The Cemetery Board shall organize a Chevra Kadisha, and shall formulate rules and fix the fees for the management of the same. The chairman of the Cemetery Board shall be the cemetery warden. This provision, however, shall not bar the Cemetery Board from hiring a warden outside of its own membership, when in its judgment the duties of that office shall demand it. Four members of the Cemetery Board shall constitute a quorum for all meetings of the Board. Meetings shall be held at least once each month, the date to be determined by the Board. Special meet- ings may be called by the chairman or the president of the con- gregation. The Cemetery Board shall have the services of the secretary of the congregation to keep its records, render its reports and perform such other secretarial services as the chairman of the Board may designate. Should the work devolving upon the secretary become so burdensome as to interfere with his congregational duties in the judg- ment of the president of the congregation, the Cemetery Board may hire a secretary to do its work exclusively. The Cemetery Board shall designate one of its members to serve as treasurer of the cemetery and to him all moneys shall be turned over by the warden. The treasurer shall keep the financial accounts of the cemetery and perform such other duties as shall be designated by the Cemetery Board. The cemetery funds shall be used exclusively for cemetery purposes, as provided by the constitution of Shaarey Zedek Congregation. The Cemetery Board shall determine the amount of the bonds the treasurer shall file. Any cost incidental to the furnishing of such bonds shall be paid out of the cemetery funds. The Cemetery Board shall make monthly reports to the presi- dent and executive board of the congregation and shall also render an annual report prior to the annual meeting of the congregation. The Board shall hire a superintendent to whom orders shall be transmitted only by the cemetery warden. The salary of the super- intendent shall be fixed by the Cemetery Board. The Board shall also have authority to hire such other assistance as it shall deem necessary for the proper operation and maintenance of the cemetery. Warrants on the treasury shall be drawn only by the cemetery warden, approval to be given first, however, by the Cemetery Board. Perpetual Maintenance THE SOLDIERS' The congregation, through its Cemetery Board, agrees to exercise AND SAILORS' every reasonable precaution and endeavor to perpetually maintain MEMORIAL — This Clover Hill Park Cemetery at a high standard of preservation. Single graves shall be given the same care and attention as that accorded family lots. A sinking fund shall be established for the permanent maintainence of the cemetery, as pro- vided for by the constitution of the congregation. The Cemetery Board shall determine the per- centage or portion of the receipts from the sale of burial lots that shall be apportioned to the sinking fund. This percentage shall apply on every burial lot sold in the cemetery, and once determined, this percentage shall not be altered in the following twelve-mouth period. The Sale of Lots The prices of lots in Clover Hill Park Cemetery shall be fixed by the executive board of the congregation, and may be altered only on a two-thirds vote of the full membership of the executive board. Regulations governing the sale of cemetery lots shall he made by the Cemetery Board. Pro- vision shall be made for time or installment pay ment if the purchaser so desires. • Free burial shall be accorded members of the congregation if such members have not purchased family burial lots. Should surviving heirs desire to make reservation of one of more burial lots ad- joining the free lot, this may be done at the regular price of family lots of like number of graves. For instance, should survivors desire to reserve three burial lots adjoining the free lot, the price shall be as of a four-grave family burial lot. The same general rule shall apply on any sized lot. Provided, however, should the widow of a deceased member elect to become a member of the con- gregation, she shall lie accorded the right to reserve a single grave lot adjoining that of her de- ceased husband without any charge whatsoever. Single graves for worthy and deserving poor may Ice given free of charge on the order of the president of the congregation or on the recommendation of a majority of the Cemetery Board. Applications for the purchase or reservation of lots shall be made to or transmitted to the Cemetery Board, which Board reserves the right to accept or reject the sante. No lot may be resold unless it has been paid for in full, and then, only with the sanction of the Cemetery Board. In the event of a lot purchartr desirging to surrender his reservation before it is paid for in full, he shall apply to the Cemetery Board and the terms of surrender shall be arranged as the Board deems best in each indi- vidual case. Plats showing lot locations with the prices plainly marked theroen shall be available at all times to prospective lot purchasers, that they may know that the only differences in lot prices are those that arise front size and location. This provision is to guarantee lot purchasers against undue discrimination. The executive board of the congregation sitall determine a per- centage of discount front the gross prices of family lots, which dis- count shall apply only on lot purchases by members of the congre- gation. Lot prices shall be subject to change only by the executive board of the congregation. Provided, further, that lot prices shall be, subject to review not more than once in a twelve-month period and any propoi'tion to revise must receive a two-thirds vote of the entire execuive board. Lot Ownership. Certificates of ownership shall contain the provision that lots are sold and held subject to such rules and regulations as may be adopted from time to time by those in whom is vested the executive management of the cemetery. Cemetery lots shall become the property of the purchasers only when payment shall have been made in full for same. Not until such payment in full has been made shall a certificate of ownership be issued to the purchaser. A surrender of membership in Congregation Shaarey Zedek shall not constitute or necessitate a surrender of a lot purchased in this cenueery, providing the member is not indebted to the congregation, and pays the discount that has been allowed him, because of this membership. all to the cause of the nation in the Great War, Although the Memorial may even- tually take Somewhat different shape from this, the purpose is to make it one of the dominating features of the Cementery. Interment in a family lot shall be restricted to the immediate family of the purchaser. Any proposal to deviate in any respect from this rule must be submitted to the Cemetery Board and must receive its approval. "For the purpose of this provision, the 'immediate fam- ily' shall be understood to include grandparent, parent, son, daughter, brother or sister. No family lot shall be opened for a burial until it shall have been paid for in full or until heirs or survivors of the deceased shall have made arrangement satisfactory to the Cemetery Board for the pay- ment of the balance owing on the lot. On the death of a lot owner (one who has paid for a family lot in full) his or her heirs or next of kin shall surrender the original certificate of ownership and a new certificate will be issued in the name of the new owner. Lot owners may change the location of their lots on making application to the Cemetery Board. The lot owner, however, shall enter into contract to pay the difference in price, if the new lot shall be a higher-priced one. In the event of such an exchange, the first certificate of ownership shall be returned, if one shall have been issued, and a new one shall be issued for the lot taken in exchange. The Cemetery Board will receive in trust from the owner of a lot any sum of money which the owner, may desire to have set aside for the perpetual care of his lot. Such trust funds shall be invested by the Cemetery Board and the income therefrom applied on the maintenance of the bt. Construction Work. The superintendent shall supervise the building of all foundations for monuments, the mixture of the concrete, and such other work as has to do with the setting of the monuments. No foundation shall have less surface area than the base of the monu- ment to be placed thereon, and the top shall be not less than two inches below the surrounding lawn level. Foundation shall not he les thasn five feet deep, and as much deeper as the superintendent may determine shall be necessary. The right is reserved to refuse to permit stone or foundation work at any time when in the opinion of the superintendent it would be unsafe to do such work owing to climatic conditions. All monumental work erected in the cemetery shall be granite or bronze. Marble work shall not be permitted, experience having proven that it does not withstand this climate.
