by the Bolsheviki Red Guard, the
first report of the Red Guard being
used for such a purpose. Seven of
the rioters were killed. and twenty
of them were wounded. The Mos-
cow soviet then appointed a commis-
sion to educate the Russian masses
against continuing its pogroms. The
Bolsi eviki have at last awakened to
the r •ed of law and order, and may
perhaus develop the power to carry
it out.

ever. the counter-revolutionists are
engineering riots against the Jews.
In Vitebsk they started a movement
to exclude the Jews front all govern-
ment offices and from all government
institutions. To accomplish this re-
sult they carefully planned a riot.
