Commissioners of the various departments will be appointed by the mayor. They must follow his instruc- tions carefully. Now, here is where the people come in. The mayor is held responsible for every act of the government. If his work doesn't suit the people he may be recalled. He cannot place blame on any other official. The law-making work of the council is guided by the people through the initiative and referendum. At any time the people can say, "Do this," or "Don't do that!"
