Hand in the Government of the City
The entire government of the city will be headed by

responsible for the efficiency or inefficiency of every
detail of the city government work.
There will be a nine-man council elected by the city
at large—every man spending his full time looking after
city work-- and receiving a salary commensurate with
the duties imposed upon him.
Commissioners of the various departments will be
appointed by the mayor. They must follow his instruc-
tions carefully.
Now, here is where the people come in. The mayor
is held responsible for every act of the government. If
his work doesn't suit the people he may be recalled. He
cannot place blame on any other official.
The law-making work of the council is guided by the
people through the initiative and referendum.
At any time the people can say, "Do this," or "Don't
do that!" At any time the people can remove an unsat-
isfactory official from office.
There cannot be the disregard for the welfare of the
