To a representative of "The Day"
who interviewed him recently in
Washington, Immigration Commis-
sioner Fred C. Howe had this to say
with regard to the problems that will
be presented to the Peace Conference:
"One of the problems which will be
solved at the coming Peace Confer-
ence will be the international Jewish
problem. This problem can be solved
in but one way, and that is by the
guarantee of full civil and political
rights to the Jews the world over.
"Persecution must pass into obli-
vion. This applies to those Jews who
desire to remain in the countries
where they now reside. But, the
Jewish people, as such, has a greater
need than mere elementary, human
rights. The Jewish people is passing
through a process of rejuvenation—a
logical process in view of the develop-
ment of Jewish history.
"It is my opinion that the best, in-
deed the only, method of granting the
Jews as a people international rights

is to establish a Zionist republic in
Palestine which shall be under the
protectorate of an international trib-
unal, especially established for that
purpose. The Jewish people would
then receive that moral backing which
is essential to the life of every people.
"Such a republic would also be of
international value. Palestine is a
strategic point for Great Britain. The
British cannot permit Germany and
her allies to approach the Suez Canal.
Such a course would endanger Brit-
ain's interests in India. On the other
hand. Turkey cannot be entrusted
with the fate of 'Palestine. Once Pal-
estine becomes the motherland of the
Jewish people, the moral and political
influence of the Jews throughout the
world would be strengthened not only
in the eyes of the outside world but
among the Jews themselves.
"Zionism, in my opinion, is a senti-
mental, political and social need for
the Jews, a need which the Jewish
people has a right to urge, and which
cannot be denied in all justice."

JEWISH YOUTH AMONG VIC-
TIMS OF "ANTILES."
New York.—Abraham Swartzberg,
a Jewish soldier, whose parents live in
New York, was among the sixty-seven
p-rsons who lost their lives when the
American transport "Antiles" was
sent to the bottom by a German sub-
marine.
Swartzberg enlisted in the Ameri-
can army four years ago. During the
trouble with Mexico he was stationed
with his regiment on the Mexican bor-
der. While in France he rose to the
rank of corporal.

The iinportant contribution made to
the views expressed at the banquet
was that of Jacob H. Schiff, who
urged that the work of the Joint Dis-
tribution Committee should include
also the sending of money to Ameri-
can soldiers at the various camps. This
proposal led to the decision that the
Joint Distribution Committee hold a
meeting to consider the distribution
of money, to the American soldiers
through the medium of the Jewish
Wefare Board. The appeal of Mr.
Schiff that people should double their'
contributions was that one-half might
go to the war sufferers in Europe and
one-half to the camp, was endorsed
by Julius Rosenwald, who promised
to double his contribution.
Consul Glazebrook in his address
on the conditions of the Jews in Pal-
estine told of his having distributed
in person $5,000,000 which had beeil
sent by the relief organizations of all
the countries and $1,000,000 of which
. had been sent by the Joint Distribu-
tion Committee of America.
A discussion of the leading ques-
tions and problems of the Jews is the
program of the Philomathic Debating
Club for Sunday evening. Some of
the speakers and their. respective sub-
jects are: "Kereniky and His Influ-
ence on the Jews in Russia," by F.
Schwartz; The Condition of the Jews
in Germany," by L. Weiss; "The Con-
dition of the Jews in. Palestine," by
S. Sternberg; "The Formation of Jew-
ish Regiments in the British Empire,"
by J. Liburt; "The Influence' of the
American Jewish Publication Society
on the Jews in America," by R. Roth-
man; "Wliat Has Become of the Jew-
ish Congress?" by S. Kosmensky.
The participants on the Jewish pro-
gram are always well prepared and a
highly enjoyable and interesting dis-
cussion is safely assured.
At the last meeting, held on Sun-
day evening, Oct. 28, the members of
the club were favored with a most in-
teresting and instrtictive talk by Mr.
Milton Alexander, who took as his
subject: "Folks Not Afraid of An
Idea." Mr. Alexander has spoken at
the Philomathic several times and the
announcement of his presence always
brings out a good attendance.
Rabbi Frederick Cohn of Temple
Israel, Omaha, has been elected presi-
dent of the Board of Public Welfare
of the city of Omaha.
